Position Overview

You’re an experienced leader in the delivery of capital construction, programs and contracts who excels in delivering projects and programs safely, effectively and with strong financial and contractual accountability. You pride yourself on your ability to build relationships with stakeholders and support teams to achieve objectives successfully within technical standards and requirements while promoting a safety mindset in all you do.

As the Construction Services Manager, you’ll lead project-delivery professionals and support the execution of capital construction, contract and program deliverables, including assessing contractor performance against contractual agreements and FortisBC technical standards. You’ll also partner with Construction Supervisors and Program Managers and collaborate with Operations and other stakeholders to ensure work and programs are delivered safely and in accordance with environmental, quality, financial and governance requirements.

In year 1, you will:

  • Coordinate with personnel in our Construction department to develop shared roles and responsibilities.
  • Provide leadership to Construction Supervisors and Program Managers in delivering capital construction work, projects, programs and related contract activities.
  • Assess construction, program and contract-delivery practices and identify opportunities to strengthen safety, quality, governance, financial accountability and execution.
  • Coach and support direct reports, including establishing performance expectations and development, training and succession plans.
  • Mentor Construction Supervisors, Program Managers and contract-oversight personnel, and participate in recruitment and workforce planning.
  • Lead continuous-improvement and change initiatives across construction, contract and program delivery.
  • Oversee contractor incident reviews and identify areas of concern and trends.
  • Lead contractor safety meetings and evaluate contractor key performance indicators.
  • Lead and contribute to contract development, procurement support and contract improvements, and negotiate with contractors where required.
  • Guide program planning, scheduling, budgeting, forecasting, risk management, stakeholder coordination and performance reporting, as applicable to the assigned team.
  • Coordinate construction and program resources, priorities and escalated issues to support successful portfolio delivery.

In year 2, you will:

  • Continue leading construction, program and contract delivery with internal and external stakeholders.
  • Implement improvements identified from your first year.
  • Use performance, safety, quality, schedule, financial and contract data to identify trends, manage risk and improve delivery outcomes.
  • Strengthen consistent governance, work practices, resource planning and performance management across the assigned functions.
  • Build leadership depth, cross-training and succession capability across the Construction Services Manager, Construction Supervisor and Program Manager teams.

What it takes:

  • A combination of relevant leadership experience and demonstrated experience in construction delivery, program or project management, contract management, or a related operational environment.
  • Demonstrated experience leading employees, contractors or project-delivery professionals and supporting the successful delivery of projects, programs or construction work.
  • Strong relationship-building, communication and negotiation skills, with the ability to work effectively with contractors and internal and external stakeholders.
  • A highly organized and process-oriented approach, with the ability to manage multiple priories, projects or programs.
  • Demonstrated experience in construction delivery, including planning, scheduling, resourcing, field execution, safety, quality, financial management and contractor oversight, is an asset.
  • Experience with program or project delivery, including scope control, budgeting, forecasting, risk management, governance, stakeholder coordination and performance reporting, is an asset.
  • Experience with contract interpretation, contract development, procurement support, contract administration, contractor performance management or commercial negotiations is an asset.
  • A relevant professional designation, certification, degree, diploma or trades qualification in project or program management, contract administration or commercial management, business administration, engineering technology, construction or a related discipline is an asset.
  • Experience with natural gas infrastructure, utility construction, field construction or a comparable regulated construction environment is an asset.
