Support the Manager of Contract Management in effectively planning, preparing, monitoring and controlling the execution of outsourcing projects within Project Delivery business unit.
Lead CM team through the coordinate and development of RFP, tendering document, and contract governance in accordance to Hydro One established processes and in line with industry standard.
Liaise with a variety of groups within the Company (e.g. Asset Management, Engineering, Project Control, Contract Management, Environmental and Legal Services) on several aspects of the outsourcing program, including change proposals, business plan, budget, business case approvals, benchmarking, audits, contract disputes) in relation to successful Contracts Execution.
Support the establishment of an effective framework of governance, process & future development and continuous improvement.
Plan, schedule, organize and assign work to ensure that quality and accuracy of work is maintained and on schedule within the normal bounds of Project Management
Provide advice, guidance and direction to staff in the resolution of work related problems, as well provide clear expectations and performance measures
Provide leadership through demonstration and response to staff requirements to achieve targets, plans, strategies and quality objectives to deliver service levels
Make effective recommendations on human resource issues, including career counseling, promotions, transfers, pay, hiring, and disciplinary action etc.
Coordinate support program needs for various projects and programs while identifying key customers and stakeholders
Manage and perform the full life cycle of work support programs resolving issues of performance, scheduling and control
Define objectives, perform tasks and produce deliverables critical to the support and success of the project and in the development and implementation of contractual agreements
Contribute to the development of policies, procedures, strategies and integrated plans for Project Management and other LOBs
Reporting regularly on the status of the work program
Maintaining a team of subordinates who are capable of producing the outputs required.
Ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving the outputs.
Assess staff capability to do the required work, now and in the future.
Conduct personal effectiveness reviews of subordinates to build relationships and trust, and to improve effectiveness.
Mentor and counsel subordinates
Set an effective framework of policies and procedures for the work of the unit.
Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit.
Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities.
Perform other duties as required
Ensure that projects are executed in a safe and consistent manner via the capital projects process Leading a team to contribute to the successful execution of the work program by delivering projects per the approved scope, cost, and schedule.
Selection Criteria:
Requires a knowledge of business administration, project management and minimum 10 years’ experience.
Requires knowledge of Transmission and Distribution systems and assets information technology and systems associated with project management activities, with in-depth knowledge of supply chain, legal and contracts
Requires strong communication skills in order to lead a team effectively, negotiate with internal and external stakeholders, and report on the status of projects within the portfolio.
Requires relevant experience in the following areas:
Information management systems and business process redesign.
Experience in consulting, project management and facilitation services through all phases of systems project life cycles, including needs assessment, business case development, approval, implementation and transition to operational status.
Familiar with the practices and procedures of the department, the organization structure, operation and service requirements of client groups.
Manage multiple work programs and effectively lead and facilitate teams consistent with the goals and philosophies of continuous quality improvement
Analyzing project finances, identifying trends, mitigating risks, and proactively taking action to maintain project and portfolio performance via communication with staff and peers.
Reporting project and portfolio performance to senior management.
Requires experience in handling complaints and dealing with internal and external customers.
Requires experience in the supervision of staff, experience in promoting and developing a teamwork environment with both staff and peers.
Requires experience in carrying out the broad scope of administrative responsibilities associated with monitoring, coordinating, and controlling the work activities of staff.
