About the Position
Reporting to the Chief Building Official (CBO), the Community Development Systems Analyst will be responsible for maintaining, implementing, and troubleshooting the Community Development systems software (CDSS). This position provides essential application and technical support to the Planning, Building, and By-law Enforcement departments to ensure that digital service delivery, development application, building permit processing, building inspections, and municipal enforcement workflows are efficient, reliable, and continuously improved.
Duties & Responsibilities

-Responsible for the Administration and maintenance of the Community Development Software, including user access, configuration, updates, and integration with other corporate systems.
-Provide front line troubleshooting and resolution for technical and user reported issues related to the operation of the systems software.
-Work with planning, building, and enforcement staff to gather business requirements, develop technical specifications, and implement system enhancements that improve process efficiency and service delivery.
-Collaborate with software vendors for escalated support, customizations, and version upgrades.
-Configure, evaluate, and deploy new modules, workflows, forms, and fee structures based on legislative changes or systems related needs.
-Provide training and support to planning, building, and by-law enforcement staff on best practices and effective system usage.
-Assist in the development by creating specialized reports, dashboards, and data exports and statistical reporting.
-Ensure system data integrity, backup procedures, and compliance with Information Systems (IS) security policies and privacy legislation.
-Participate in IS and departmental project teams related to service modernization, system upgrades, and digital transformation.
-Lead training sessions, develop documentation including user guides, training materials, detailed procedures, and video tutorials for city staff and external users.
-Update the Planning and Development website and online portal.
-Other duties as assigned within the scope of role.
What you need to Succeed...
-A three (3) year Post secondary degree or diploma in Computer Science, Information Systems, or a related field.
-Minimum 3 to 5 years of experience in application support, configuration, and process improvement within a municipal or enterprise environment.
-Demonstrated experience with Harris/CityView software, CityView Portal, and Bluebeam required.
-Strong understanding of planning and development process, building permitting process, inspections, and enforcement workflows is an asset.
-Experience with database querying (SQL), report generation tools, and integration with GIS or document management systems is preferred.
-Proven ability to analyze, document, and streamline business processes using technology.
-Strong communication, customer service, and training skills.
-Ability to work independently and collaboratively in a multidisciplinary environment.
-Strong oral, verbal, and written communication skills, with the ability to deal with staff and the public in a courteous and efficient manner.
-Must possess and maintain in good standing a valid Ontario Driver’s License.
Salary and Benefit Information
$97,156-$113,659 (2026 rates) plus a comprehensive benefits package, and OMERS pension.
