Job description
This is an exciting leadership opportunity for an operations-savvy professional who thrives on workforce development, community engagement, and team empowerment. Reporting to the Senior Program Manager, you will oversee program operations, drive participant outcomes, cultivate employer partnerships, and lead a dedicated team committed to helping individuals build sustainable careers and greater independence.

Please Note: This is a fully onsite, in-person position in Victoria, BC, with no remote work flexibility.

Responsibilities
Key Responsibilities
Program Development & Strategic Leadership (30%)
Lead the design, implementation, and continuous improvement of inclusive employment programs.

Ensure program alignment with funder contracts, performance expectations, and organizational strategic priorities.

Identify emerging labor trends to enhance existing pathways and create new employment opportunities for participants.

Develop, implement, and maintain operational frameworks, policies, and program procedures.

Collaborate cross-departmentally to strengthen internal service integration and referral pathways.

Outcome Management & Performance Excellence (20%)
Monitor program performance and employment outcomes to ensure all contractual targets are met or exceeded.

Analyze participant and program data to identify trends, gaps, and strategic areas for improvement.

Design and execute corrective action plans to optimize program delivery and success rates.

Maintain data tracking systems to evaluate key performance indicators (KPIs) and overall program effectiveness.

Program Operations & Compliance (20%)
Provide day-to-day operational oversight for all employment programs and services.

Ensure strict compliance with funder requirements, contractual obligations, CARF standards, and organizational policies.

Oversee quality assurance and prepare monthly, quarterly, and annual reports for funders and executive leadership.

Partnership & Employer Engagement (20%)
Build and maintain robust relationships with community partners, referral agencies, government stakeholders, and local industry leaders.

Design and execute employer engagement strategies that generate sustainable job openings for program participants.

Coordinate hiring events, job fairs, and information sessions, while promoting available wage subsidies and workforce development resources to employers.

People Leadership & Team Development (10%)
Mentor, lead, and support a diverse team of employment program staff, fostering a collaborative, results-oriented culture.

Manage recruitment, onboarding, performance evaluations, and professional development.

Ensure team practices align with organizational policies, procedures, and collective agreements.

Qualifications
Education & Experience: Bachelor’s degree and/or professional designation, paired with a minimum of 5 years of relevant, transferable leadership experience.

Sector Expertise: Deep knowledge and extensive experience within the Community Living, Mental Health, Youth Programs, or Criminal Justice sectors.

Program Management: Strong background in managing community-based programs, including case planning, behavior modification, and psychosocial rehabilitative techniques.

Technical Skills: High proficiency in MS Office Suite (Excel, Word, PowerPoint, SharePoint) and adaptability to proprietary operational databases.

Communication: Professional-level verbal and written English communication skills, including a proven track record in complex report and grant writing.

Credentials: Valid Class 5 Driver’s License with access to a reliable vehicle, and readiness to undergo a Criminal Record Check.
