JOB SUMMARY

The Fleet Safety and Driver Safety Training Branch is responsible for managing the City’s Fleet Safety program, including vehicle safety, driver behaviours, vehicle risk event (collision, incident, conviction) prevention and investigation, and safe operation standards for the Corporation. The Branch is also responsible for maintaining the corporation’s Commercial Vehicle Operator Registration (CVOR) safety certification and ensuring ongoing compliance with all related provincial legislation.

You are responsible for drafting and coordinating the implementation of vehicle risk event (collisions, incidents, and convictions) prevention initiatives that support the City in ensuring the safety of its fleet and all drivers. You work collaboratively with all service areas to improve vehicle safety, conduct investigations of risk events (collisions, convictions, inspections, incidents, and any other risk events) involving City operated vehicles/equipment, and determine preventability, causes, and recommending steps to prevent recurrences. You perform vehicle safety compliance assessments, and provide vehicle safety support and expertise for safe usage.

You are responsible for supporting City departments in their daily operations as it relates to the Fleet Safety and CVOR Management Program.

EDUCATION AND EXPERIENCE

Completion of 3 year university degree in a related field with course work in safety engineering, road safety, or Occupational Health and Safety.

Minimum of 5 years of related safety focused work experience in a large fleet. Experience should include data analysis, and working within the requirements of related Ministry of Transportation and safety legislation.

CERTIFICATIONS AND LICENCES

Valid Ontario unrestricted “G” class driver’s licence (or provincial equivalent) with no more than 0 demerit points accumulated requiredRoad Safety Profession 1 (Transportation Professional Certification Board (TPCB)) is an asset

KNOWLEDGE

  • Corporate, departmental and branch policies and procedures
  • Extensive knowledge/field application of Canada Motor Vehicles Safety Standards, National Safety Code, CVOR, Commercial Vehicle Safety Alliance(CVSA)
  • Knowledge of Ontario Occupational Health & Safety Act, road closure requirements (Book 7), Transportation of Dangerous Goods Act, and other relevant Regulations
  • Risk and compliance auditing processes and procedures
  • Collision prevention strategies
  • Knowledge of GPS/Telematics systems and its application to fleet safety
  • Generally accepted safety policies, best practices and industry standards
  • Knowledge of operating and safety specifications for a wide range of vehicles and complex technical equipment
  • Business software and information systems

COMPETENCIES, SKILLS AND ABILITIES

  • Able to develop and maintain productive working relationships with employees and managers, and to deal with difficult personalities, confrontational/stressful situations and contentious issues
  • Able to work independently with minimum supervision, and collaboratively with all staff as part of a team
  • Possess organizational skills and flexibility to plan, initiate, organize and prioritize own work, and to deal effectively with multiple projects/demands, conflicting priorities, pressures and stringent deadlines
  • Demonstrated ability to conduct investigations at collision scenes, perform data analysis, interpret results, and formulate recommendations
  • Able to prepare and conduct interviews with (potentially uncooperative) drivers following collisions, and victims, witnesses, supervisors and police at collision scenes
  • Able to recognize basic indicators of impairment, such as drugs and alcohol
  • Able to interpret/translate legislation into easily understood language and to communicate assertively (written, verbal and interpersonal communication) at all organizational levels
  • Possess computer literacy in MS Office Suite, and software related to the job duties
  • Possess excellent report writing and presentation skills
  • Able to demonstrate sound judgement and decision-making capabilities
  • Analytical and attentive to detail
  • Able to demonstrate tact and diplomacy
  • Able to work outside in difficult locations and inclement weather conditions
