Retail Payments Supervision (RPS)

Retail Payments Supervision (RPS) is responsible for the supervision of payment service providers (PSPs) under the Retail Payment Activities Act (RPAA). Through PSP Connect, the Bank's supervisory platform, RPS enables the registration, risk assessment, supervision, monitoring, and oversight of PSPs operating in Canada.

As part of a multidisciplinary team responsible for the evolution of PSP Connect and supporting supervision operations, you will work closely with business stakeholders, technology teams, policy experts, operational staff, and senior leaders to deliver enhancements that improve regulatory oversight, operational efficiency, data quality, reporting capabilities, and user experience.

What you will do

As a Senior Business Analyst within the RPS team, you will play a key role in shaping and improving PSP Connect and related business processes. Working closely with operational teams, product managers, and technology partners, you will help translate business and regulatory requirements into effective solutions that support the supervision of payment service providers.

You will:

  • Lead the elicitation, analysis, and documentation of business, functional, and operational requirements.
  • Partner with stakeholders to identify business needs, process improvement opportunities, and technology solutions.
  • Analyze and redesign business processes to improve efficiency, automation, service delivery, and user experience.
  • Develop business cases, process models, requirements documentation, user stories, and other analysis artifacts to support decision-making and solution delivery.
  • Support product planning activities, including backlog management, prioritization, release planning, and business readiness.
  • Collaborate with cross-functional teams to ensure solutions align with business objectives, regulatory requirements, and operational needs.
  • Define and monitor business performance metrics, reporting, and analytics capabilities to support operational oversight and continuous improvement.
  • Coordinate testing, implementation, and change management activities, including user acceptance testing, training, and adoption support.
  • Support audits, compliance reviews, and operational governance activities.
  • Provide leadership, mentorship, and business analysis expertise to project teams and colleagues.

What you need to succeed

You are a strategic thinker with strong analytical and communication skills who can navigate complex regulatory, operational, and technology environments.

You have:

  • 5+ years of experience as a Senior Business Analyst in a technology-enabled environment.
  • Experience translating complex business requirements into actionable deliverables.
  • Demonstrated ability to facilitate stakeholder engagement and manage competing priorities.
  • Strong business process analysis and process improvement experience.
  • Experience working within Agile, Scrum, or hybrid delivery environments.
  • Excellent written communication, documentation, and presentation skills.
  • Strong problem-solving and critical-thinking abilities.
  • Experience developing performance measures, reports, and analytical insights.
  • Ability to communicate technical concepts to non-technical audiences.

Nice-to-have

  • Experience with Dynamics 365, Power Platform, Power Apps, or CRM-based solutions.
  • Experience supporting regulatory, supervisory, compliance, risk management, or oversight functions.
  • Knowledge of the Retail Payment Activities Act (RPAA) or payment industry ecosystem.
  • Experience with Azure DevOps, Confluence, SharePoint, and Power BI.
  • IIBA CBAP certification.
  • Lean Six Sigma certification.
  • Experience supporting digital transformation, operational modernization, or process automation initiatives.
  • Familiarity with AI-enabled productivity and analytical tools.

Your education and experience

The position requires a relevant university degree in business administration, commerce, public administration, information systems, computer science, or a related discipline, combined with at least five (5) years of progressively responsible experience in business analysis, process improvement, product delivery, or technology-enabled transformation initiatives. An equivalent combination of education and experience may be considered.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. The position language requirement is Level 5 (Fully Functional). Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

    • Salaries are based on qualifications and experience and typically range from $111,051 to $130,649 (job grade 17)
    • The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
    • Flexible and comprehensive benefits so you can choose the level of health and dental coverage that meets your needs
    • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
    • Option to join the indexed, defined-benefit pension plan after 24 consecutive months of service
