Corporate Services is seeking a
temporary, full-time (1.0 FTE) Manager, Purchasing. This position provides leadership and direction over a variety of Purchasing and administrative duties relating to the competitive bidding of construction projects, capital equipment, materials and services. The position oversees competitive bidding strategy and develops complex contracts related to new construction, renovation and associated professional services. The position will provide oversight and direction to staff regarding Purchasing policy, procedure and contract administration.
This position is a
3‑month contract with the
possibility of extension up to 1 year, subject to performance and business needs.

DUTIES AND RESPONSIBILITIES:
- Oversees the Purchasing management, procedure and administration for competitive bidding related to required capital equipment, materials, new construction, renovation and professional services through various competitive bidding formats.
- Provides professional and specialized advice, consultation and scrutiny in the development and review of complex contracts and proposals. This includes making recommendations on project delivery method, competitive bidding format, insurance, bonding and risk management issues related to the review of various competitive bidding strategies that are unique, complex and highly technical in nature.
- Utilizes creative and innovative business best practices to review, analyze, prepare and negotiate equipment, supply and service contracts, leases and agreements.
- Establishes and maintains relationships with vendors, contractors, consultants and suppliers regarding products, contracts and services.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Provides direction and leadership by setting objectives, planning, managing, developing policies and developing staff to ensure that operations support the Institute’s strategic objectives.
- Designs, develops, and maintains related procedures that support efficiency and effectiveness of organizational objectives and goals and adherence to established standards and guidelines that affect all internal and external stakeholders.
Leadership: - Provides direction and establishes employee development that promotes competence, productivity, and customer-focused solutions.
- Coaches and mentors employees on competitive bidding and contract formation for required equipment, projects and services.
Financial: - Develops and prepares the annual departmental budget including budget projections and recommendations.
- Administers, monitors, assesses, forecasts, ensures control of the operating unit’s budgets.
Professional Development and Leadership: - Participates in professional organizations and keeps current on state of the art initiatives in Purchasing practices.
- In the absence of the Associate Director, Corporate Services, acts as the designated representative, assuming authority within established policies and procedures.

QUALIFICATIONS:
- A Bachelor’s degree in Business, Economics, or Law, coupled with technical training in Supply management and/or Contract management.
- Professional certification through the Purchasing Management Association of Canada (SCMP) is desirable.
- Minimum of 5 years of current relevant experience, which includes knowledge and experience with all facets of competitive bidding negotiated request for proposal process and construction contracting.
- A combination of education and experience may be considered.
- Ability to interpret and make decisions in accordance with regulations and policies governing the purchase and contracting of commodities, equipment, construction projects and services for the Institute.
- Proven strong technical writing skills. Strong leadership and transition management skills.
- Excellent organizational and interpersonal skills and a high degree of self-motivation and business acumen.
