Responsibilities - Develop, maintain, and govern risk, safety, asset, and performance analytics frameworks (RMS, KPIs, OTP, NPM) to identify high?risk trends, support mitigation planning, and drive continuous improvement.
- Manage and analyze large, complex datasets (asset, inspection, performance, meteorological, and operational data) to identify systemic infrastructure issues, recurring failures, lifecycle cost drivers, and State of Good Repair (SOGR) opportunities.
- Produce regular and ad?hoc performance reports, dashboards, forecasts, and executive?level presentations communicating trends, root causes, and evidence?based recommendations.
- Monitor operational performance across corridors, subdivisions, and delay codes; lead analysis of OTP erosion, infrastructure reliability, and Track Quality Index (TQI) performance.
- Support development, tracking, auditing, and governance of weekly, monthly, and annual safety, asset, and performance KPIs; conduct field audits in high?risk areas.
- Lead and support incident investigations, including RCA, CAPA, FRACAS, and FMECA activities, in coordination with internal teams, SMEs, contractors, and external agencies.
- Provide end?to?end analytical, document control, and data governance support for enterprise asset management systems, maintenance programs, and regulatory requirements.
- Collaborate with internal and external stakeholders to improve asset data integrity, dashboards, forecasting models, performance metrics, and business intelligence capabilities.
- Support asset management planning, cost/benefit analysis, budget inputs, and maintenance prioritization aligned with service growth and resiliency objectives.
- Serve as a trusted advisor and subject matter expert to management up to Director level; coach and guide peers on data?driven decision?making and corrective action strategies.
- Represent the organization in cross?functional meetings, committees, and conferences; demonstrate leadership, corporate values, and continuous improvement mindset.
- Potentially lead and coordinate a small team supporting enterprise asset management, analytics, safety, and audit functions.
Qualifications - University degree in Mathematics, Economics, Computer Science, Computer Engineering, Information Management, Statistics, or a related discipline, or a combination of education, training and experience deemed equivalent.
- Minimum six (6) years' experience in the implementation of new technology and investigative review in raw data converting same into usable charts with solutions to trending problems.
- Experience in continuous improvement programs, process management, graphical presentations, VBA and excel to create pivot tables, formulas, and data visualization.
- Business Intelligence tool and graphical design experience considered an asset
- Lean Six Sigma considered an asset
- Comprehensive knowledge of business administration, strong computer skills for data analyzing and knowledge of rules, procedures, operational and technical issues related to areas of responsibility.
- Must have good knowledge of budgetary principles, research methods; working knowledge of computers and relevant computerized applications; and an aptitude for carrying out basic statistical analyses and developing proposals for action plans.
- Must possess sound judgment; effective time management skills; superior oral communication and writing skills; team building relationships, leadership skills, investigative, analytical and problem solving abilities; well-developed organizational and interpersonal skills.
- Ability to develop, recommend and implement operational and administrative policies, procedures, standards, rules and performance measures.
- Background in operations and technical field, bringing forward new technology in transportation to improve rail operations, optimization techniques based on system modeling processes, network analysis including critical path method.
- Analyzing and interpreting the data to optimize processes.
- Engineering/technical background would be an asset,
- Attention to detail and thorough, proficient in report writing, and provide quantifiable information.
- Must be eligible to work and reside within Canada.
