The House of Commons’ Digital Service and Real Property is currently looking to staff the Senior Digital Product Developer positions.
The Senior Digital Product Developer leads the design, development, and lifecycle management of complex, mission-critical digital products. The role drives technical decisions, oversees testing and deployment, and ensures solutions meet enterprise standards and strategic objectives.
Accountable for product performance, security, maintenance, and licensing, the Senior Developer advises management on complex initiatives, influences product direction, mentors team members, and ensures delivery of secure, high-quality solutions that achieve business outcomes.
We are looking for Senior Digital Product Developers with expertise in the following streams:
Microsoft 365 Stream:
Responsible for the design, delivery, modernization, and governance of Microsoft 365 collaboration and content platforms, with a primary focus on SharePoint Online, OneDrive, Microsoft Teams (collaboration features), and related Microsoft 365 services. This role is accountable for ensuring these platforms are secure, compliant, scalable, supportable, and aligned with enterprise and government requirements.
Enterprise Email Stream:
Responsible for leading and supporting the delivery, optimization, and continuous improvement of the hybrid enterprise email ecosystem (Exchange 2019 and Exchange Online), ensuring the service remains secure, reliable, and high‑performing. It encompasses email gateways, mail flow and third party mass mailing services.
InTune Stream:
Candidates in the Intune stream will lead the design and delivery of mobile and device management solutions, ensuring secure, modern, and efficient operations across the enterprise. This includes overseeing device testing and readiness, maintaining Intune and mobile platforms, and adopting new features that strengthen the organization’s modern management capabilities. The role provides technical ownership of Intune, supports mobile security and compliance initiatives, and manages inhouse app publishing across Apple and Google ecosystems. Responsibilities also include administering Samsung Knox, Apple Business Manager and Lookout MTD platforms, handling advanced troubleshooting and vendor escalations, and facilitating cross team collaboration to support seamless service delivery. In addition, candidates will support the management and deployment of Teams Voice solutions, ensuring reliable telephony functionality and integration across the mobile and device ecosystem.

Qualifications
Education :
- Graduation from a college or technical institute in the area of information technology or other related fields, or an acceptable combination of education, training and experience in the field of technology.
Overall Experience :
- Experience designing, developing, configuring, integrating, and managing the full lifecycle of complex digital products and solutions, including maintenance, licensing, and operational readiness;
- Experience providing technical guidance and strategic advice to colleagues and senior management on product design, deployment, lifecycle decisions, and enterprise standards or governance frameworks;
- Experience leading testing activities (including automated testing), troubleshooting complex issues, and driving continuous service improvements for moderate- to high-complexity products;
- Experience leading technical discussions, coordinating work, and communicating effectively with partners and stakeholders to ensure alignment and delivery;
- Experience contributing to product roadmaps and translating strategic objectives into actionable plans, deliverables, and high-impact solutions.
Microsoft 365 Stream Specific Experience:
- Recent strong technical experience administering and supporting SharePoint Online and SharePoint on-premise in enterprise environments;
- Recent experience designing, modernizing, and governing Microsoft 365 collaboration and content platforms, including SharePoint, OneDrive, and Microsoft Teams (collaboration features);
- Recent experience leading platform modernization initiatives, including migrations, tenant configuration, and service optimization;
- Recent experience implementing and maintaining security, compliance, and information governance controls within Microsoft 365 workloads, in alignment with enterprise and government requirements;
- Experience working in close collaboration with Identity and Security teams to ensure Microsoft 365 services integrate properly with enterprise identity, access, and authentication solutions;
- Experience troubleshooting and resolving complex issues related to performance, access, sharing, and service reliability across Microsoft 365 workloads;
- Experience establishing and maintaining enterprise standards, governance models, and best practices for collaboration and content services;
- Experience supporting operational readiness, lifecycle management, and licensing oversight for Microsoft 365 services.
Enterprise Email Stream Specific Experience:
- Strong technical experience in Exchange 2019 and Exchange Online administration and operations;
- Recent experience managing and optimizing email security gateways;
- Recent experience leading upgrades, patching cycles, and lifecycle management for on‑premises Exchange servers;
- Experience integrating Exchange with identity systems (e.g., Azure AD / Entra ID), authentication methods, and conditional access policies;
- Recent experience troubleshooting complex mail flow issues across hybrid environments, including connectors, transport rules, and cross platform integrations.
InTune Stream Specific Experience:
- Recent experience designing and delivering mobile device management solutions, including new use cases and platform integrations;
- Leading device testing and validation, including annual refresh cycles and new OS readiness;
- Recent experience maintaining Intune and mobile platforms, including OS updates, certificates, tokens, and policy lifecycle tasks;
- Planning and adopting new Intune features and modern device capabilities;
- Supporting mobile security and compliance initiatives in coordination with IT Security;
- Experience deploying and managing Teams Voice solutions, including Teams based hardware;
- Managing in‑house app publishing through Apple Business Manager, Apple Developer ID, and private/managed Google Play;
- Administering Samsung Knox platforms (KME, E‑FOTA, Knox Manage, Knox Capture);
- Providing Level 4 and vendor level escalation support and maintaining relationships with key vendors (Samsung, Google, Apple, Bell, Rogers, Lookout);
- Administering Lookout MTD and contributing to cross team collaboration and governance meetings.
