Program Manager, Full-Time

Taproot Community Support Services is seeking a Program Manager to lead high‑needs adult care operations.

Description

This position is vital to ensuring the successful operation of a high medical needs residential home and the delivery of exceptional, person‑centered care within a regulated, mission‑driven environment.

Key Responsibilities

  • Participate in long‑term planning and visioning for the program and organization, contributing to the development of goals, objectives, and strategies to achieve organizational success.
  • Develop and manage the annual program budget and perform periodic cost and productivity analyses. Utilize data to evaluate program effectiveness and make informed decisions about future planning and improvements.
  • Ensure personnel administration is completed and monitored to established agency, licensing, funder, and CARF standards.
  • Develop highly engaged staff and ensure optimal levels of qualified staff are available through the recruitment, screening, and hiring process.
  • Provide coaching, mentorship and supervision of staff in performance and conduct; assign work, training, growth opportunities, promotions, and team‑building activities to motivate employees to peak performance and productivity.
  • Evaluate and conduct regular performance conversations with staff, ensuring feedback is clear, constructive, and aligned with organizational goals.
  • Manage employee / labour relations, conflict, concerns, compliance with provincial employment standards, applicable collective agreements, policies, and ensure a positive, safe work environment. Address and handle disputes, policy violations, misconduct, performance management, and other concerns in a timely manner; determine disciplinary actions and participate in decisions on staff terminations ensuring appropriate processes are followed.
  • Responsible for cooperative management and union relationships, including resolving grievances and participating in labour‑management meetings and union negotiations.
  • Promote a safe, structured, and predictable environment that reduces conflict and enhances child and adult development.
  • Design, implement, and evaluate programs that support the developmental needs of children and adult individuals; incorporate family involvement and trauma‑informed care practices.
  • Foster a collaborative and supportive team environment where staff are empowered to build strong, positive relationships with children and adult individuals.
  • Lead the development of strategies that mitigate potential trauma triggers and create a healing environment for individuals in care.
  • Represent the program and agency at inter‑agency forums, media, government agencies, families / caregivers, funding bodies, and the general public / local community; network with agencies and community groups; participate on community boards, committees, and professional groups.
  • Provide leadership and oversight for all program operations, with a strong emphasis on high‑needs adult care, including clinical services, staffing, compliance, and quality assurance.
  • Ensure the delivery of individualized, person‑centered supports that integrate medical, behavioral, and social care for adults with complex needs.
  • Oversee care delivery outcomes for individuals with high medical acuity, ensuring adherence to care plans, medical protocols, and regulatory requirements.
  • Manage program finances, including budgeting, resource allocation, and fiscal accountability.
  • Supervise, coach, and evaluate program staff, including direct oversight of a Program Coordinator.
  • Strengthen staff competency in supporting high‑needs adults through training, mentoring, and performance management.
  • Ensure compliance with CARF standards, licensing requirements, contractual obligations, and agency policies.
  • Serve as the primary point of contact for the contracting body, healthcare providers, families / guardians, and community partners.
  • Participate in agency‑wide leadership initiatives and decision‑making processes.
  • Foster positive employee relations, promote teamwork, and maintain a safe, supportive, and inclusive work environment.
  • Monitor program outcomes, identify areas for improvement, and implement corrective action plans.
  • Respond to emergencies, incidents, and critical situations with appropriate follow‑up and documentation.

  • Demonstrates strong leadership grounded in experience with high‑needs adult care, ethical decision‑making, and accountability.
  • Advocates for individuals served, ensuring their rights, preferences, and complex medical needs are prioritized and respected.
  • Builds effective, collaborative relationships with interdisciplinary teams, medical professionals, and community resources.
  • Maintains professionalism, confidentiality, and cultural competence in all interactions.
  • Performs miscellaneous job‑related duties as required.
  • Provides on‑call and emergency coverage on pager or cell.
