About the Supervision Department and the Stablecoin Mandate
A stablecoin is a digital asset designed to maintain a stable value relative to an underlying asset, such as those that are pegged to a reference fiat currency (e.g., CAD). Stablecoins are currently primarily used when trading cryptocurrencies but as the payments landscape evolves stablecoins are introducing innovative ways for consumers and businesses to make payments. Following Royal Assent of the Stablecoin Act, the Bank of Canada will be responsible for regulating and supervising stablecoin issuers and payment service providers using stablecoins. This includes setting and enforcing expectations related to:

  • reserve asset management
  • redemption
  • operational and technology risk.

The Payments and Regulatory Oversight Department is leading the Bank’s preparation for this new mandate, building on the foundation established under the Retail Payment Activities Act (RPAA).

What will you do
Under the direction of the Director, you act as a key member of the team supporting the development and implementation of the new mandate to regulate stablecoins. The successful implementation of the new mandate requires developing clear supervisory expectations and ensuring organizational readiness to conduct effective supervision. Under the leadership of the Director, you will act as a key member of the team that contributes to a range of activities needed to deliver the mandate and transition to ongoing supervision of regulated entities once the legislation is in-force.

In this role, you will complete analysis to support the development of supervisory expectations with input to both the regulations developed by Finance Canada and the Bank’s supervisory guidance. These efforts include assisting with industry consultations and external regulatory engagements to ensure supervisory expectations are clear and actionable for regulated entities. This work extends to both stablecoin issuers, and payment service providers using stablecoins.

You may also play a key role in supporting business transformation activities, working closely with key partners to ensure internal readiness. This requires collaboration across the organization—including with IT operations, legal, communications and other corporate functions that require new systems, policies, and procedures to support the new mandate. The role requires a focus on delivery, and the ability to adjust quickly in a fast-paced and evolving environment.


What you will need to succeed

  • Policy Development – Experience developing and implementing policies related to the financial, payments, or technology sectors
  • Project Implementation – Demonstrated experience in delivery of projects – contributing to business requirements, developing operational policies and processes, and supporting implementation of standard operating procedures.
  • Cross-Functional Collaboration - Ability to work effectively with policy, legal, technology, and operational partners to support implementation. This includes developing positive working relationships by seeking colleagues’ views and opinions, addressing conflicts, and supporting team decisions.
  • Effective Communication Skills - Strong written and verbal communication skills, including the ability to articulate clear recommendations to senior decision-makers.
  • Problem Solving - Ability to exercise sound judgement and show initiative to develop practical solutions in a rapidly evolving environment.
  • Supervisory capability - Ability to analyze financial, payments and operational information to conduct risk assessments based on established supervisory standards.

Nice-to-have

  • Experience or knowledge of digital assets, including stablecoins, crypto-assets, tokenized assets
  • Experience or knowledge of regulatory frameworks (e.g., Bank Act, Retail Payments Activities Act, AML/ATF, international stablecoin regimes)
  • Experience working in a supervisory, regulatory, or risk management function


Your education and experience
This position requires a masters degree in economics, public administration, and business administration, or another relevant field along with a minimum of 4 years of relevant experience. Alternatively, candidates with a bachelors degree in a related field must possess at least six years relevant experience in these areas. An equivalent combination of relevant education, training, and experience may also be considered.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. Hybrid Work Model
The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

  • Salaries are based on qualifications and experience and typically range from $111,051 to $130,649 (job grade 17)
  • The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
