About Our Opportunity

Reporting to the Manager, Vital Statistics, the Research and Statistical Officer 3 leads specialized and complex statistical research and program analysis resulting in the development of outcome evaluation frameworks, and policy and program options. The position ensures the department has reliable and relevant data, research and evaluation information to inform the department’s strategic policy and program objectives.

Primary Accountabilities

  • Formulates policy and program recommendations and solutions based on research and analysis. Determines and designs research approach, including methodologies, stakeholder consultations and surveys.
  • Provides analysis of policy options and presents summaries, analysis, recommendations and reports on a variety of complex issues, programs, and services. Prepares reports, presentations, briefing materials for senior leadership.
  • Determines data requirements and design collection procedures to gather and analyze data, ensuring accurate and privacy compliant collection, storage, access and retrieval. Supports policy and program review through statistical analysis.
  • Leads the design of performance and system outcome measures, accountability reports and key performance indicators.
  • Designs and leads program evaluations.

Qualifications and Experience

As the successful candidate, you will have a Bachelor’s degree plus five (5) years related experience equivalent. An example of an equivalency would include a master's degree and three (3) years of experience.

In addition, you hold for following skills/competencies:

  • A good working knowledge of statistics as well as proficiency with computer software such as word processing, presentations, spreadsheets, and database applications is required.
  • Strong analytical, organizational, communication skills (verbal and written) and interpersonal skills are required.
  • The successful candidate will be highly motivated; have demonstrated experience in prioritizing multiple projects, the ability to meet stringent deadlines and be able to work both independently and as a functional team member.
  • You must be willing to do the job with the highest priority and be extremely flexible when these priorities are rearranged.
  • You must be able to work cooperatively in a team setting by contributing to team goals and the goals and objectives of the Vital Statistics program.
  • Experience delivering presentations to data users and other stakeholders including senior leadership is required.

The following will be considered assets:

  • Knowledge of ICD medical coding and Cognos reporting software.
  • Knowledge of the Vital Statistics legislation and computer systems.
  • Bilingual ability in French and English.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

Equivalent experience and training include, but is not limited to:

  • A minimum of nine (9) years of related experience
  • A related college diploma plus seven (7) years of related experience

Additional Information

This is a term position with a projected end date of November 30, 2027. Note that the status of the position (term/temp) is dependent on the start date of the successful candidate and the overall duration of the position in alignment with the terms of the collective agreement.

Salary Range: $2,805.63 - $3,410.48 Bi-Weekly
