Job description

The Lead, EV Network Development is a key driver in advancing the Toronto Parking Authority’s (TPA) Electric Vehicle (EV) program, particularly by enhancing the network for EV charging infrastructure and optimizing its utilization to boost transactions and revenue generation.

This role will enable TPA to effectively align its strategic objectives with the growing demand for sustainable urban mobility and contribute directly to meeting key business goals.

This position will lead the planning, development, and optimization of the Toronto Parking Authority’s (TPA) parking, electric vehicle (EV) charging, and mobility infrastructure network.

This role will be pivotal in driving TPA's expansion and innovation efforts, ensuring alignment with the organization’s core business objectives, customer needs, sustainability goals, and the evolving landscape of urban mobility.

The Lead will work cross-functionally to develop cutting-edge solutions that anticipate market demand while enhancing TPA's impact on Toronto's urban ecosystem.

RESPONSIBILITIES Strategic Network Expansion & Planning Lead and execute comprehensive plans for expanding TPA’s parking and EV charging infrastructure to meet growing demand, urban development, and the city’s long-term mobility strategy.

Identify and evaluate high-potential site opportunities through detailed market analysis, stakeholder engagement, and alignment with municipal priorities (e.g., Transportation Services, TTC, Toronto Police Services, City Council).

Collaborate with internal teams (engineering, planning, and policy) to design and implement innovative facilities, incorporating emerging technologies such as smart parking solutions and EV charging infrastructure.

Ensure compliance with all local regulations, sustainability guidelines, and TPA’s overall development framework.

Introduce different pricing models, such as pay-per-use, subscription plans, and tiered pricing to maximize B2C and B2B revenue.

Partnership Development & Stakeholder Engagement Cultivate and manage strategic relationships with key external stakeholders, including city and government representatives, industry partners, private businesses, and community organizations.

Identify and negotiate new partnership opportunities that align with TPA’s growth and business objectives, including joint ventures, public-private partnerships, and cross-sector collaborations.

Collaborate with Business Development teams to explore funding opportunities, sponsorships, and other financial mechanisms to support network expansion initiatives.

Represent TPA in key industry forums, policy discussions, and public outreach events, ensuring that TPA’s interests are advanced in the broader urban mobility landscape.

Program Management & Innovation Design, launch, and oversee strategic programs that foster growth in TPA’s network, including EV charging incentives, mobility-as-a-service initiatives, and sustainability-focused projects.

Lead cross-functional project teams to ensure that programs are delivered on time, within budget, and with high-quality outcomes, meeting all internal and external requirements.

Monitor and evaluate program performance, track key metrics, and provide regular updates and actionable insights to senior leadership and stakeholders.

Ensure TPA's programs are aligned with the city’s broader transportation, sustainability, and climate action goals, contributing to the city’s evolving urban mobility vision.

Project Management & Execution Drive the successful execution of infrastructure projects, managing all phases from feasibility studies, planning, and permitting through to construction and final delivery (in coordination with Engineering and Project Management Teams).

Ensure projects are completed on time, within budget, and in compliance with all relevant regulations, standards, and quality control measures.

Coordinate with engineering teams, consultants, external contractors, and other departments to ensure smooth project execution and integration of new developments within existing networks.

Manage project risks, identifying potential roadblocks and implementing mitigation strategies to minimize delays and cost overruns.

Sustainability Leadership & Technological Innovation Integrate sustainability practices into all aspects of network development, incorporating renewable energy, energy-efficient technologies, and green building standards into the design and deployment of TPA’s facilities.

Champion the use of innovative technologies in mobility infrastructure, exploring and piloting smart parking solutions, autonomous vehicle integration, and advanced EV charging technologies to future-proof TPA's network.

Align development projects with Toronto’s climate action targets, contributing to the city’s sustainability and resilience goals by ensuring network expansion reduces carbon emissions and supports green urban mobility.

Community and Public Engagement Act as the primary point of contact for community outreach and public relations related to network development projects, ensuring clear communication and fostering positive public perception of TPA’s initiatives.

Engage with local communities, business associations, and civic organizations to gather feedback, build consensus, and ensure TPA’s projects address local needs and priorities.

Serve as a TPA ambassador at public forums and key stakeholder meetings, promoting TPA’s vision and advocating for sustainable, efficient urban mobility solutions.

Facilitate transparent communication between TPA and community members, ensuring voices are heard and contributing to the ongoing success of projects.

Leadership and Employee Relations Manage the attendance and conduct of direct reports, ensuring adherence to operating policies, procedures, and standards.

Ensure compliance with applicable laws including Occupational Health and Safety and Regulation for Industrial Establishment, WHMIS Regulation, Employment Standards.

Act, Accessibility for Ontarians with Disabilities Act and Ontario Human Rights Code Complete other duties as assigned.

QUALIFICATIONS Education: Bachelor’s degree in urban planning, Engineering, Business Administration, or related field.

  • ( Other related field of study or equivalent work experience will be considered ) Experience: 5+ years of progressive experience in network planning, project management, or infrastructure development, with a strong background in urban mobility, parking solutions, or EV infrastructure Team leadership Advanced proficiency with MS Office Suite, specifically Excel and PowerPoint Sound knowledge of procurement processes and contract management Valid G driver’s license Strong leadership and strategic thinking capabilities Expertise in project management methodologies, including experience with large-scale infrastructure projects Proven ability to manage stakeholder relationships, including government agencies, private sector partners, and community groups Solid understanding of sustainability principles and innovative urban mobility solutions Strong financial literacy skills with the ability to analyze various pricing models and make recommendations Exceptional communication, negotiation, and problem-solving skills Excellent interpersonal, leadership and team building skills with the ability to work with a diverse workforce Superior organizational and time management skills with attention to detail Solid business insights to solution immediate issues and to identify trends, provide recommendations, plans and implement actions Ability to successfully manage under pressure and respond to critical and or changing priorities to meet deadlines Motivated, self-directed and capable of working within tight deadlines Well-developed interpersonal skills and excels in a team environment Ability to collaborate and develop strong relationships with key stakeholders Internal candidates : Employees must have at least one (1) year of continuous service in their current role to be eligible for application JOB INFORMATION Vacancies: 1 Position Salary Range: $94,824 - $111,558 AI may be used as a support tool in our hiring process.
