Project Overview:
Ontario's 19 regulatory ministries, supported by over 3,500 frontline staff, deliver essential compliance services such as licensing, inspections, monitoring, investigations, and enforcement to protect the health, safety, and well-being of Ontarians. However, these ministries currently rely on fragmented and aging IT systems that are duplicative, costly and hinders the government's ability to share data, assess risk, and deliver consistent user experiences.
To address these challenges, Regulatory Compliance Ontario (RCO), the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA), and the Land and Resources I+IT Cluster (LRC) are leading the development of a Common Compliance Management Platform (CCMP). This enterprise initiative aims to define a standardized, modular, and composable technology solution for regulatory compliance services across the Ontario Public Service (OPS). The CCMP will align with the OPS Target State Architecture and support a more integrated, scalable, and user-centered approach to compliance service delivery.
Role Overview:
Building on the discovery work already completed, the Senior Solution Architect will lead the design of CCMP solution architecture and advise on the target solution Total Cost of Ownership (TCO) that meet client business requirements while aligning with OPS I+IT standards, policies, service specifications, cost models, and best practices.
The role provides leadership in solution architecture, delivery, application evaluation, integration strategy, and implementation of end-to-end Dynamics 365 solutions within a cloud-based enterprise environment. The successful candidate will design scalable, secure, and efficient solutions that support ministry programs and related cluster services.
As a senior technical authority, the incumbent will lead the design and modernization of complex data and application environments, bridging enterprise databases, data integration platforms, and cloud-native solutions. Working across hybrid environments, the role will provide hands-on technical leadership in solution architecture, data architecture, integration design, and cybersecurity, while driving strategic transformation and future technology solution implementation.
The role will provide technical system, information /data architecture expertise, and undertake comprehensive architecture needs assessments, complex reviews in support of system/data needs for OPS clients, as well as prepare and advise on technical architecture policies, standards, processes and controls, and solution option cost estimates.
Key Responsibilities:
Lead the design of CCMP solution ecosystem including CCMP data model that aligns with enterprise standards, policies, and seamless integration with enterprise data platform, security requirements, and best practices.
Engage with clients and stakeholders to gather business and technical requirements, develop solution architectures and proposals, provide cost estimates, support governance approval, and facilitate acceptance of solution design.
Lead the assessment of the impact of new technologies and services on existing system landscape, and provide recommendations that support modernization and future-state technology strategies.
Provide strategic architecture leadership and advisory services to ensure solution design meet business objectives, align with enterprise architecture, and are delivered effectively throughout the project lifecycle.

Experience and Skill Set Requirements
1. Technical Skills (60%)
- Demonstrated experience in Microsoft Dynamics 365 Solution Architecture, including design, implementation, customization, and governance of enterprise-wide platforms.
- Knowledge and experience in Microsoft Dataverse Architecture, including data modeling, entity design, security models, and data management strategies.
- Demonstrated experience designing and implementing Microsoft Power Platform solutions, including Model-Driven Apps, Power Automate, Power Pages, and Business Process Flows.
- Experience architecting and implementing Azure-based enterprise solutions, including Azure Integration Services, App Services, Functions, API Management, and cloud-native components.
- Demonstrated experience designing Enterprise Integration Architectures and implementing scalable integration patterns across multiple business systems and platforms.
- Knowledge and experience integrating enterprise applications using MuleSoft and other enterprise integration technologies, including API-led connectivity and service orchestration.
- Experience designing and implementing Dynamics 365 Security Models, including business units, security roles, access controls, and data segregation strategies.
- Demonstrated experience designing multi-tenant enterprise platforms supporting multiple lines of business through configurable and reusable solution components.
- Experience designing, documenting, and governing REST-based API architectures and enterprise integration standards.
- Demonstrated hands-on experience implementing and optimizing Power Automate workflows and business process orchestration solutions.
- Knowledge and experience designing external-facing and internal-facing digital solutions using Power Pages and related Microsoft technologies.
- Experience developing and governing Dynamics 365 extensions, including Plugins, PCF Controls, Custom APIs, and Azure-hosted custom components.
- Demonstrated experience in Enterprise Data Architecture, including common data models, data integration, migration strategies, and information governance.
- Knowledge and experience in Cloud Security Architecture and Identity & Access Management (IAM), including Microsoft Entra ID, role-based access controls, and enterprise security best practices.
- Demonstrated experience establishing architecture standards, reusable design patterns, technology roadmaps, and solution review processes.

- Demonstrated experience leading stakeholder consultations with business, architecture, security, and technical teams to define and validate solution requirements and architecture approaches.
- Strong communication skills with the ability to translate complex technical concepts and architecture decisions into clear business-focused recommendations.
- Demonstrated experience facilitating architecture workshops, design sessions, and stakeholder meetings to achieve consensus across multiple lines of business.
- Experience collaborating with Enterprise Architecture, Cyber Security, Infrastructure, Integration, and Delivery teams to ensure alignment with enterprise standards and strategic objectives.
- Proven ability to engage, influence, and provide trusted advisory services to senior executives, business sponsors, product owners, and technical stakeholders.
- Demonstrated experience gathering, analyzing, and translating business and technical requirements into scalable solution architectures and implementation roadmaps.
- Experience presenting architecture assessments, solution options, recommendations, and technical risks to governance committees, executive audiences, and project teams.
- Strong facilitation, negotiation, and consensus-building skills to resolve competing priorities, technical constraints, and stakeholder expectations.
- Demonstrated experience leading architecture reviews and providing technical guidance, mentorship, and direction to project and delivery teams.
- Strong written communication skills with experience producing architecture documents, design specifications, standards, roadmaps, and executive briefing materials.
