Job description

Our client seeks an experienced Software Developer to join our dynamic team, working on designing, developing, and enhancing IT solutions. Responsibilities

Required to translate technical systems specifications into working, tested applications. This includes :

Developing detailed programming specifications.

Writing and / or generating code.

Compiling data-driven programs, maintaining, and conducting unit tests.

Resolves and troubleshoots technical problems which arise during the use and operation of software packages, including technical assistance in implementation, conversion and migrations.

Qualifications

General Skills :

Experience in programming and analysis; specialized software package support at the specified experience level.

Experience in IAM solutions, specifically Azure Entra ID and Oracle IAM.

Experience in Business Intelligence solutions, specifically Power BI.

Ability to collaborate with IT Professionals throughout the Software Development Life Cycle.

Experience in structured methodologies for the development, design, implementation and maintenance of applications.

Experience in design, code, test, debug and document applications.

Experience in the use of object and / or third generation language development tools.

Experience in one or more programming languages.

Experience in application design, latest design patters, deployment and troubleshooting.

Experience with relational and hierarchical database technologies.

Experience in the use of information retrieval packages using query languages.

Experience with one or more communications protocols.

Experience in structured methodologies for the design, development, implementation and maintenance of applications.

Experience eliciting and documenting information from diverse business area stakeholders and subject matter experts.

Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.

A team player with a track record for meeting deadlines.

Desirable Skills :

Knowledge and experience with programming Internet-ready applications;

Knowledge and experience in rapid application development (RAD) methodologies;

Knowledge and understanding of Information Management principles, concepts, policies and practices;

Experience with middleware and gateways;

Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging;

Ability to provide post-implementation support and resolve any post-implementation technical issues;

Experience conducting design walkthrough sessions with project team;

Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards;

Ability to provide user and system documentation as required.

Key deliverables to be performed by the .NET Software Developer include, but are not limited to, the following :

Develop C#, VB.NET (http : / / vb.net / ), code in Visual Studio 2015 environment to implement application enhancements as perdesign documents;

Conduct code and design reviews;

Conduct performance and application stability reviews;

Document code changes as per existing documentation standards;

Perform unit testing of code;

Work with design team to clarify, suggest, and recommend implementation approach;

Lead application improvement activities;

Participate in creating and defining design and development standards;

Work with testers to identify the source of defects and resolve issues; and

Perform knowledge transfer to Ministry staff.

Other Experience and Skills :

The .NET Programmer / Developer must also have a minimum of 10+ years of the following skills and experience :

Experience designing, developing, and debugging IAM (Identity and Access Management) solutions which utilizes Microsoft Entra ID or Oracle IAM tools;

Demonstrated experience managing a source control system, including responsibility for branching and merging, and setting up pipeline using tools such as Azure DevOps;

Demonstrated prior experience in developing a custom and reusable solution that provides flexible authorization layer service that can be used for multiple applications;

Extensive experience designing, developing, testing and debugging .NET applications to be deployed to three-tier infrastructure with load-balancing on both the presentation and application tiers;

Demonstrated experience managing a source control system, including responsibility for branching and merging;

Experience managing automated build systems / CI systems;

Extensive experience designing, developing, testing and debugging code for enhancements to systems using C#, WindowsCommunication Foundation, Web API, Crystal Reports, ASP.NET (http : / / asp.net / ) AngularJS, Entity Framework, LINQ, Oracle;

Demonstrated experience designing, developing, testing and debugging multi-threaded Windows services which process data in bulk;

Demonstrated experience identifying, creating and contributing to reusable software components using nuget or other package managers;

Demonstrated experience setting up and administering Continuous Integration with build systems such as BuildMaster, CruiseControl.NET (http : / / cruisecontrol.net / ), NAnt or similar tools;

Demonstrated experience designing and modelling relational databases for web-based applications with tools like PowerDesigner;

Demonstrated experience developing in Microsoft Azure;

Demonstrated experience developing reporting in Microsoft PowerBI;

Demonstrated experience conducting performance testing and monitoring, using tools such as App Insight;

Extensive experience coming up with approaches to implement functional requirements and making recommendations of alternative or modified approaches with on eye on maximizing the maintainability and performance of the application while still meeting deadlines;

Extensive experience with troubleshooting and remediation of performance issue in web-based applications and Windows services;

Demonstrated experience developing web applications which adhere to WCAG AA 2.0 for accessibility and which must run on multiple web browsers / different versions of web browsers;

Demonstrated experience analyzing requirements in order to determine functional requirements for reports and other enhancements to the web- based systems;

Demonstrated analytical problem solving and decision-making capabilities;

Proficiency with desktop and web-based tools (Visio, MS Office, MS Project, MS SharePoint);

Demonstrated experience with the configuration and administration of operating systems including Microsoft Windows and Linux or other varieties of UNIX;

Demonstrated experience with the configuration and administration of TCP / IP networks;

Demonstrated experience in dealing with multiple teams representing various areas in delivering the project;

Excellent verbal and written communication and presentation skills;

Demonstrated capacity to work collaboratively with client organizations;

A team player with a track record for meeting strict deadlines;

Knowledge of industry methodologies, processes and standards

In-depth understanding of the entire Software development processes;

Proficiency with different types of development and unit testing methodologies;

Expertise in developing re-usable components in code; and

Proficiency in documenting code changes for knowledge transfer.

What Knowledge Will Be Transferred :

All deliverables, including design / supporting / release / training documents must be checked into designated version control repositories (for example, SharePoint). All final documents and working drafts related to project requirements or solution design must be stored on designated project repositories (for example, SharePoint site, HPQC, TFS).

Project manager and designated ministry staff must be regularly informed in writing (by email) of where documentation has been stored and must be provided a minimum of one walk-through of all documentation as part of the final knowledge transfer activities.

How Knowledge Will Be Transferred :

Knowledge will be transferred through 1 on 1 sessions, emails, document updates and document review with the team.
