Manager, People Development and Training

Company Summary :

Cad Rail Industries Ltd was founded in 1968 headquartered in Montreal. We take pride on being North America’s leader of full-service solutions in the freight, passenger and commuter rail industries in Canada, the United States and offshore.

Cad Rail has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives.

Cad rail’s delivery team will operate and maintain Metrolinx’s rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area.

Summary of the role :

The Manager of People Development and Training, will be responsible for designing, implementing, and evaluating comprehensive learning and development programs to enhance the skills, knowledge, and performance of employees within the organization.

You will play a critical role in supporting the growth and development of our workforce, ensuring that they have the necessary tools and resources to succeed in their roles.

You will collaborate closely with various stakeholders to identify training needs, develop appropriate training strategies, and deliver engaging learning experiences that align with organizational objectives.

The successful candidate will have a passion for employee development, strong instructional design skills, and the ability to drive continuous improvement in learning and development initiatives for the Metrolinx’s Legacy Fleet Maintenance operations.

This individual will collaborate with the management team, customers, suppliers, partners and involved stakeholders.

Reporting to the Senior Manager, Human Resources will be responsible for being the business subject expert on all learning and training matters.

Core Accountabilities :

Training Needs Analysis :

  • Conduct comprehensive training needs assessments to identify skill gaps and development opportunities.
  • Collaborate with department heads and senior leaders to gather input and understand specific training requirements.
  • Analyze performance data, feedback, and other relevant information to determine training priorities.

Training Program Development :

  • Develop and implement a strategic and comprehensive training program that aligns with organizational goals and objectives.
  • Design and create engaging and interactive training materials, including presentations, e-learning modules, videos, job aids, and other resources.
  • Leverage a variety of instructional methods, such as classroom training, online learning, simulations, and workshops, to deliver effective training programs.

Training Delivery and Facilitation :

  • Conduct training sessions for employees at various levels, ensuring that content is delivered in an engaging and impactful manner.
  • Facilitate training workshops, seminars, and other learning events, both in person and virtually.
  • Adapt training delivery methods to accommodate different learning styles and preferences.

Evaluation and Continuous Improvement :

  • Develop evaluation frameworks and tools to assess the effectiveness of training programs and gather feedback from participants.
  • Analyze training effectiveness data and identify areas for improvement.
  • Collaborate with stakeholders to continuously enhance training programs based on feedback and changing business needs.

Learning Management System (LMS) Administration :

  • Oversee the administration and maintenance of the organization's learning management system.
  • Ensure the LMS is up to date with relevant training materials, resources, and course offerings.

Talent Development Initiatives :

  • Collaborate with HR and talent management teams to develop and implement talent development programs, including succession planning, mentoring, and coaching initiatives.
  • Identify and recommend external training resources, vendors, and partnerships to enhance the learning and development offerings.

Compliance and Reporting :

  • Stay up to date with relevant laws, regulations, and industry best practices related to training and development.
  • Ensure compliance with training-related legal requirements, such as mandatory training topics and certification programs.
  • Prepare and present reports on training activities, participation rates, and effectiveness to senior management.

Qualifications :

  • Ability to build strong rapport with the team and unionized maintenance personnel
  • 7 to 10 years’ experience in learning, training and development. Rail locomotive and passenger coach experience and knowledge is preferred.
  • Bachelor's degree in Human Resources, Organizational Development, Education, or a related field
  • Proven experience (5+ years) in instructional design, training program development, and facilitation
  • Strong knowledge of adult learning principles and instructional design methodologies
  • Experience in managing learning management systems (LMS) and e-learning platforms
  • Excellent facilitation and presentation skills, with the ability to engage and inspire diverse audiences
  • Strong project management skills and the ability to prioritize and manage multiple initiatives simultaneously
  • Proficiency in using e-learning authoring tools, multimedia software, and other training development applications
  • Analytical mindset with the ability to gather and interpret data to inform training strategies and evaluate program effectiveness
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with various stakeholders.

  • Familiarity with other industries such as Aerospace
  • Experience working in the rail industry with a comprehensive knowledge of rail equipment
