Director of Facilities Management

FULL-TIME - PERMANENT

Under the general direction of the Secretary-Treasurer and within the guidelines and policies established by the Board of Trustees, the Director of Facilities Management will oversee the operation, maintenance, and enhancement of all division facilities.

We are looking for a strategic leader with a passion for facilities that not only operate efficiently but also look their best to create a positive environment for students and staff.

This role requires a commitment to both functionality and aesthetics, ensuring our spaces are well-maintained, welcoming, and conducive to learning.

Responsibilities may include but are not limited to :

Assisting in the development of policies related to the management of divisional facilities.

Assisting in the preparation and implementation of the division’s Five-Year Capital Plan.

Collaboratively setting priorities, identifying opportunities to improve operations and processes with a focus on efficiency, responsiveness, and fiscal stewardship.

Developing tender requirements in cooperation with the Purchasing Section for construction / renovation projects; and manages the tendering process in a manner that prevents potential conflicts of interest from arising;

ensures that all projects are carried out in accordance with ethical and legal standards in accordance with divisional policies.

Ensuring projects comply with division guidelines, and all relevant government regulations, bylaws, and building codes.

Determining the best way to deliver projects by reviewing internal resources, establishing budgets and timelines while adhering to approval processes and divisional policies.

Collaborating on the preparation of the Facilities Management Department budget and monitors performance against approved budget annually.

Developing a strong working relationship with external stakeholders and partners such as, but not limited to Provincial Government Departments, the City of Winnipeg, vendors and contractors.

Leading, mentoring, and managing the Facilities Management team, promoting a culture of collaboration, accountability, and continuous improvement.

Monitoring the effectiveness, quality, and economy of department services, and identifies and implements changes that enhance value.

Performing other related duties as required or assigned.

Qualifications :

A professional designation in a field such as architecture, engineering, facility management, or facility design, OR an MBA supplemented by a comprehensive set of directly relevant training / certification such as facility management or design.

A LEED Accredited Professional considered an asset.

A demonstrated successful track record of at least ten years within a Facilities Management Department, including at least 5 years in a managerial role.

Project planning and management of significant capital projects involving both internal and external resources.

Multi-disciplined knowledge of the principles of planning, design, and construction of large-scale projects.

Comprehensive knowledge of Manitoba building codes and regulations.

Working knowledge of Provincially funded projects including project planning, management and financial reporting requirements.

Knowledge of developing preventative and predictive maintenance strategies and creative approaches to deferred maintenance.

Excellent verbal and written communication skills and the ability to work effectively with trades, contractors, external professionals, and the community the division serves.
