This role involves detailed process mapping, stakeholder engagement, identification of process challenges and improvement opportunities, and collaboration with IT teams to ensure alignment with enterprise architecture. The engagement spans until December 31, 2026, requiring strong change management expertise to facilitate organizational readiness and adoption.

Responsibilities:

Required Skills & Certifications:

  • Post-secondary degree or diploma in business administration, organizational development, human resources, communications, information systems, public administration, or related field.
  • Minimum five years of progressive change management experience in complex, organization-wide business or technology transformations.
  • Strong knowledge of change management methodologies and ability to tailor approaches to organizational culture and governance.
  • Experience supporting ERP, human capital management, finance, procurement, or budgeting system transformations.
  • Proficiency in preparing change management deliverables such as impact assessments, stakeholder maps, communications plans, and training strategies.
  • Excellent facilitation, documentation, analytical, and presentation skills.
  • Proficiency with Microsoft 365 tools including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Ability to work within project governance, change control, privacy, and security standards.
  • Strong interpersonal and communication skills, including stakeholder engagement and influence without authority.

Preferred Skills & Certifications:

  • Change management certification such as Prosci or Certified Change Management Professional (CCMP).
  • Experience with SAP implementation or transformation programs, especially SAP SuccessFactors for Hire to Retire processes.
  • Familiarity with SAP-enabled business processes across H2R, P2P, and P2B domains.
  • Experience in municipal, public-sector, or unionized organizational environments.
  • Experience with collaboration, survey, process mapping, learning, or change tracking tools.

Special Considerations:

  • Engagement requires adherence to City s project governance, change control, records management, privacy, and documentation standards.
  • Must provide signed weekly status reports detailing daily hours and tasks using the City s time tracking system.
  • Work involves managing sensitive organizational and workforce information with professionalism and discretion.
  • Role requires ability to work independently and collaboratively within a multi-stakeholder, complex environment.
  • Commitment to knowledge transfer and capability building for City staff is essential.

Scheduling:

  • Engagement duration through December 31, 2026.
  • Estimated involvement includes 20-30 process discovery workshops and 15-20 validation sessions.
  • Regular monthly progress updates and weekly status reporting required.
  • Work schedule to align with project timelines and stakeholder availability, potentially including virtual and in-person sessions.
