Job Summary


The Mastercard Foundation Scholars Program supports the education of disadvantaged African youths and refugees/displaced individuals who can help to lead this reform, potentially changing the course of history for Africa. This program is in an exciting new phase of development wherein which the strategic vision, scope and deliverables are being re-imagined and developed at all operational levels in order to amplify impact.

The Monitoring & Evaluation Analyst, within the Mastercard Foundation Scholars Program, plays a critical role in the leadership and strategic operationalization of a highly complex, high-stakes, and multi-faceted program. In collaboration with the Program Director, Mastercard Foundation Scholars Program, the Monitoring & Evaluation Analyst is responsible for performing research, evaluation, and assessment projects for the Mastercard Foundation Scholars Program. The Monitoring & Evaluation Analyst acts as the key individual responsible for leading, evaluating, analyzing, reporting, and supporting the collection of data about student experiences in the Mastercard Foundation Scholars Program. This position will work with program staff to define business requirements, research methodology and implementation, determine appropriate analytical methods and plans, and develop reporting tools to support strategic planning and to inform decision-making. They will also be responsible for regular reporting and communication on the progress and planning and the initiatives to all staff members.

The role requires strong data literacy, planning, and program evaluation skills to ensure the integrity of the Mastercard Foundation Scholars Program.

Organizational Status


The Monitoring & Evaluation Analyst reports to and works under the direction of the Program Director, Global Campus Initiatives. The Monitoring & Evaluation Analyst liaises and works collaboratively with Scholars Program staff and students, colleagues in the Vice President Students Portfolio, as well as colleagues across the Mastercard Foundation Network.

Work Performed

  • Provides expertise and advice to the Program Director on the development and implementation of an evaluation and assessment framework for the Mastercard Foundation Scholars Program.

  • Develops and defines metrics and key performance indicators (KPI's), in consultation with the Program Director, related to operational areas of the Scholars Program. Establishes and analyzes key performance indicators (KPIs) to effectively measure the Program’s progress and success.

  • Develops and defines the Scholars Program Theory of Change linking and reflecting on its key components: Access & Thrive, Quality and Relevant Learning, Dignified and Fulfilling Work, and Transformative Leadership & Give Back.

  • Develops and initiates regular monitoring and reporting to track performance against predetermined targets.

  • Establishes reporting mechanisms that translate data into knowledge through user-friendly analytical products to empower program staff to make informed decisions for operational areas. Leads, plans, designs and conducts data analysis projects and studies, interprets and disseminates results.

  • Leads planning and evaluation activities for existing programs, and manages needs assessments for the development of new programs, including leading the informational consultation with stakeholders, conducting focus groups, surveys, and interviews, etc.

  • Act as the lead for the 5-year and 10-year review of the Scholars Program. Conducting a search for an external review and act at the primary point of contact during these key reporting projects to the Mastercard Foundation.

  • Plans, designs, develops and manages large and complex research and analytics projects, developing business cases, creating project plans and status reports, managing scope, timelines, deliverables and communications.

  • Conducts analyses on large datasets, interprets statistical results and makes recommendations for actions and decisions to advance projects.

  • Leads and advises on all aspects of data management including data collection, integrity & quality, data processing and trouble-shooting data problems, and methods to improve efficiency of data processes.

  • Based on data analysis, work with the Program Director to creates long term plans regarding data analytics that align with the Scholars Program proposal. This includes: providing quality assurance in all aspects of data analysis, and providing advice on data collection, data processing, and processes with respect to ensuring data quality.

  • Performs other duties as required.


Consequence of Error/Judgement

Failure to meet programming and service targets can jeopardize the Mastercard Foundation Program gift and endanger the ability of future Mastercard Foundation Scholars to study at UBC. This can also compromise UBC s ability to secure major gifts in the future. Failure to fully support the Mastercard Foundation Scholars can have a devastating impact on UBC s ability to recruit and retain African students and damage UBC s international reputation. Must exercise tact and diplomacy when interacting with a diverse range of internal and external stakeholders including: UBC staff, faculty, students, alumni, internship partners and community organizations. Lack of intercultural sensitivity, tact and diplomacy in handling students’ personal situations, including crisis management, may result in significant distress for students and an inability for them to reach their study and career goals. Must be attentive to risk management in all situations. Must be aware of the perceived and actual sensitivity of programs and initiatives. Ineffective management of experiential learning opportunities can adversely affect the reputation of the Department and the University.


Supervision Received
The Monitoring & Evaluation Analyst reports to the Program Director, and works in collaboration with the Program Director and independently to meet the goals and objectives of Mastercard Foundation Scholars Program in alignment with the Student Strategic Plan related to the commitment to actively recruit, support, retain, and advance students from historically, persistently, or systemically marginalized communities.


Supervision Given
May hire, train and supervise support staff, student assistants and/or volunteers.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of three to four years of related experience, or an equivalent combination of education and experience.

- Demonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion

- Excellent oral and written communication skills in English. Ability to work effectively in teams and to develop effective working relationships with students, faculty, staff and community members. Ability to manage the complexity inherent within a multi-faceted work environment focused on broad outcomes for students. Expertise developing and implements assessment tools, and interpreting feedback

Preferred Qualifications

  • Must have a deep understanding of the experiences of scholars from the African Continent.

  • Experience working with economically disadvantaged youth, organizations and communities. Extensive knowledge of educational systems and circumstances affecting scholars from the African Continent.

  • Demonstrated experience in quantitate and qualitative research and analysis.

  • Experience in strategic planning, evaluation, assessment, and evidence-based decision-making.

  • Demonstrated experience developing and applying evaluative frameworks and approaches; experience in program evaluation.

  • Proven leadership skills with the ability to independently move forward the planning and execution of projects involving complex designs, methods, and sensitive data.

  • Strategic and system thinking skills, with strong attention to detail.

  • This position must demonstrate strong analytical aptitude with proven experience in program evaluation, survey design, analytics, quantitative and qualitative analysis, reporting, and data visualization; knowledge of databases and SQL are strong assets.

  • Experience with Tableau is valuable in this position.

  • Experience using statistical analysis and programming software (R/Python/STATA/SPSS).

  • Ability to work independently with minimal assistance as well as collaboratively; strong problem-solving skills and judgement; attentive to detail and values quality assurance.

  • Though not frequently required, must be able to travel within British Columbia, and to other national, and international locations and to work at times in evenings and on weekends.
