About the Opportunity

The Department of Health is seeking an experienced Business Analyst (BA3) – Target Operating Model Specialist (BA-TOMS) to support the Provincial Clinical Information Solution (CIS) Program, also known as the Symbio Program.

New Brunswick is undertaking a significant healthcare transformation, moving from standalone hospital information systems toward a unified, standardized, and integrated provincial Clinical Information Solution. The Target Operating Model (TOM) will serve as the blueprint for how the future CIS ecosystem will operate, supporting standardized care delivery, improved data accessibility, operational efficiency, and a patient-centric healthcare system.

The BA-TOMS will play a strategic role in designing and validating a multi-entity operating model that supports the consolidation and standardization of digital health systems across the province. The successful candidate will work across government, regional health authorities, shared services, clinical teams, technology teams, and other stakeholders to develop frameworks, capability models, governance structures, service delivery options, and supporting operating model artifacts.

Key Responsibilities

The successful candidate will:

  • Support the end-to-end development of the Symbio Capability Model, including defining core capability domains and establishing target maturity levels required for provincial sustainability.
  • Facilitate workshops with provincial leadership, Regional Health Authorities (RHAs), Department of Health, Service New Brunswick, and program stakeholders.
  • Build consensus on guiding principles, design guardrails, governance structures, and decision rights.
  • Support the design and functional distribution of roles, responsibilities, and cross-entity interfaces across a multi-entity healthcare environment.
  • Ensure appropriate alignment between clinical support, technical enablement, business operations, and shared services.
  • Conduct assessments and analyze current-state capabilities.
  • Develop frameworks, operating models, options analysis, and recommendations to support the future-state CIS ecosystem.
  • Support service delivery options analysis, including in-house, shared services, hybrid, and other delivery models.
  • Develop and support robust business cases for recommended service delivery models.
  • Collaborate with senior executives, clinical leaders, technology teams, health administrators, subject matter experts, and third-party stakeholders.
  • Lead and coordinate stakeholder engagement, workshops, governance reviews, and validation sessions.
  • Manage concurrent workstreams, dependencies, risks, resources, decisions, and project progress.
  • Prepare executive-level communications, briefing notes, presentations, status reports, and decision records.
  • Support the development of healthcare operating models that enable sustainable, high-quality, and cost-effective healthcare and digital health services.
  • Provide hands-on leadership in developing program artifacts and deliverables required to operationalize the Target Operating Model.

Key Deliverables

The successful candidate will be responsible for contributing to and supporting the development of:

  • Approach and Framework for Operating Model Development
    • Define top-down and bottom-up approaches.
    • Ensure alignment between strategic objectives and operational realities.
    • Establish scope, stakeholders, roadmap, work phases, risks, and key dependencies.
  • Integrated Project Plan and Governance Framework
    • Develop consolidated plans covering timelines, milestones, dependencies, risks, and decision pathways across workstreams.
  • Stakeholder Engagement and Workshop Management Plan
    • Develop structured facilitation plans, agendas, workshop materials, governance review materials, and validation outputs.
  • Capability Model / Blueprint Development
    • Identify capabilities required for a robust operating model.
    • Define associated artifacts such as Terms of Reference, business process maps, SOPs, SLAs, and frameworks.
  • Operating Model Artifact Development
    • Lead and coordinate the development of artifacts required to operationalize the Target Operating Model.

Requirements

Mandatory Requirements

Candidates must clearly demonstrate the following mandatory qualifications and experience:

M1 – Education

  • University degree in Business Administration, Health Informatics, Information Technology, or a related discipline.
  • Alternatively, an equivalent combination of relevant education and demonstrated professional experience in healthcare or information systems will be considered.

M2 – Canadian Healthcare and Multi-Organizational Experience

  • Minimum 10 years of Canadian healthcare experience.
  • Proven experience navigating and managing multi-organizational partnership requirements.
  • Experience in environments involving:
    • Shared services
    • Shared Clinical Information Systems
    • Hospital amalgamations
    • Provincial healthcare systems
    • Regional healthcare organizations
    • Health network environments
  • Experience enabling large-scale transformative healthcare or digital health initiatives.

M3 – Strategic Consulting and Operating Model Experience

  • Minimum 15 years of consulting experience involving:

M4 – Government and Health System Leadership

  • Minimum 10 years of government and health system management and planning experience.
  • Experience providing strategic leadership, subject matter expertise, and project/program management.
  • Demonstrated experience designing, implementing, and evaluating:

    • IT infrastructure

Preferred Candidate Profile

The ideal candidate will be a highly experienced healthcare transformation and operating model specialist with extensive Canadian healthcare experience and a strong consulting background. The candidate should bring significant expertise in strategic planning, digital health transformation, Clinical Information Systems, healthcare governance, multi-entity stakeholder engagement, and operating model design.

The successful candidate must be comfortable working with senior government and healthcare executives and navigating complex relationships across provincial health systems, regional health authorities, hospitals, shared service organizations, and technology teams.

Additional Requirements

  • Must be able to work remotely.
  • Must be available to travel to New Brunswick at least once per month throughout the engagement.
  • Some after-hours or weekend work may occasionally be required with prior approval.
  • Must be able to provide at least two recent client references for similar work.
