Are you an expert in business management with a deep understanding of technology and executive communication? The City of Toronto’s Technology Services Division is looking for a Business Management Consultant who will be instrumental in shaping the future of our technology landscape while ensuring effective communication with senior leadership and key stakeholders.

The Technology Services Division provides leadership in modernizing City of Toronto services through strategic investment, digital transformation, and management of the City’s technology systems. The Division delivers technology solutions that support more effective public service delivery of City services.

Technology Service Division’s Strategic Priorities :

  • Provide a resilient, reliable, secure technology foundation to enable new technology program and service delivery.
  • Advance digital service delivery through modern, enterprise-wide solutions.
  • Harness the power of City data to enable data driven operational processes and decision-making across the City.
  • Connect City of Toronto Divisions, Agencies, public and private partners, and researchers to optimize and advance technology service delivery.

As a Business Management Consultant , you will provide business services for the Office of the Chief Technology Officer, in the areas that include strategy, program delivery, senior level coordination, engagement and issues management.

Major Responsibilities :

In this role, you will be responsible for developing and managing an external engagement program for Technology Services and the Office of the Chief Technology Officer. This involves identifying areas for partnership, collaboration, enhancing the City’s reputation, and supporting the path for long-term success. You will provide advice on emerging issues that could impact divisional operations, ensuring that appropriate responses are developed and aligned with City Council directions and the broader municipal agenda.

A critical aspect of your role will be managing communication efforts , overseeing both internal and external communication channels, addressing correspondence, and resolving issues effectively. You will also ensure that the Division’s business plan aligns with Council’s adopted priorities , proactively tracking progress and ensuring the implementation of key initiatives.

As a Business Management Consultant, you will be tasked with developing performance measurement systems, tracking data, and recommending best practices for program evaluation and continuous service improvement. You will oversee the development and execution of new business processes and pilot projects that are sponsored by the Office of the Chief Technology Officer. You will leverage your experience in research and employ effective methodologies.

The Business Management Consultant will serve as a key representative in cross-corporate initiatives , collaborating with senior management, other Divisions, elected officials, external stakeholders, and other levels of government. This includes leading projects that require coordination across multiple divisions to meet strategic objectives, ensure alignment, and contribute to larger-scale initiatives.

Who You Are :

The Office of the Chief Technology Officer is seeking a skilled professional with a strong background in business management, executive communications, and technology services—someone who is comfortable communicating directly with senior executives and can provide actionable insights that influence major decisions. You are a strategic thinker, an exceptional communicator, and a results-oriented leader who thrives in high-stakes, fast-paced environments.

Your expertise in translating complex information into clear, executive-level communications will be key. You’re not only an expert in your field, but also a trusted advisor to senior leadership, offering critical support that drives strategic decisions and helps shape the future of Toronto’s technology services.

Key Qualifications :

Among other strengths, your profile for the role of Business Management Consultant, Office of the Chief Technology Officer will include the following key qualifications :

  • Post Secondary education in Business, Commerce, Political Science, Public Policy or another relevant discipline related to the job function, or an equivalent combination of education and experience. Experience in consulting and / or communications with a technology / telecommunications focus is an asset.
  • Considerable experience collaborating, consulting, and coordinating with senior-level leaders in a large-scale organization or a complex multi-stakeholder environment.
  • Considerable experience in preparing executive presentations and communications.
  • Considerable experience in issues management, working in a fast-paced environment and balancing political, community and other stakeholder interests.
  • Excellent communication and presentation skills, including the ability to effectively communicate project status to multiple streams of executive and senior management, business, and technical stakeholders for assigned projects.
  • Excellent relationship-building skills, ability to work progressively in ambiguity and complexity, and an intense desire to make a difference.
  • Excellent business writing skills, critical thinking, judgment, political acumen, and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
  • Ability to work in a highly demanding and rapidly changing work environment with many competing priorities and deadlines.
  • Ability to work independently with minimal supervision and maintain confidentiality when dealing with sensitive matters.
  • Ability to promote and foster teamwork as well as influence and mobilize internal and external staff and stakeholders to achieve desired results.
  • Proficiency in issues management and conflict resolution in complex, multi-stakeholder situations.
  • Familiarity with relevant government legislation, including the Municipal Freedom of Information and Protection of Privacy Act, the Human Rights Act and the Occupational Health and Safety Act.
  • Knowledge of municipal government operations, approval processes and political structure.
