The Alcohol and Gaming Commission of Ontario (AGCO) is an agency where innovation thrives, ideas flourish, and passion drives us to new heights of excellence. Reporting to the Ministry of the Attorney General, the AGCO is responsible for regulating Ontario’s vibrant alcohol, gaming, horse racing, and private retail cannabis sectors in accordance with the principles of honesty and integrity, and in the public interest.

Learning Specialist supports AGCO’s strategic and cultural priorities by designing and delivering high-quality, accessible learning solutions. Reporting to a Senior Manager within the People and Culture Division, Leadership and Organizational Development (L&OD) Branch, this role works closely with internal clients to assess learning needs, recommend effective solutions, and support initiatives across both the Consulting and Programs streams.

Working collaboratively with Program Managers, L&OD Consultants, internal stakeholders, and external vendors, the Learning Specialist develops engaging learning materials, eLearning content, and facilitation resources for enterprise-wide initiatives and divisional consulting engagements, ensuring alignment with AGCO’s leadership, learning, and engagement frameworks.

What You Will Do

  • Conduct learning needs assessments with internal stakeholders to identify training requirements and recommend effective learning solutions.
  • Design, develop, and maintain learning materials for enterprise-wide initiatives, consulting-based sessions, and digital learning programs, including eLearning modules, facilitator guides, participant resources, handouts, and reference guides.
  • Apply instructional design principles and research learning trends and best practices to inform curriculum and session design.
  • Support the delivery of training, onboarding, and leadership development programs, collaborating with Program Managers and L&OD Consultants on session preparation, logistics, scheduling, communications, and virtual platform support.
  • Recommend improvements to learning materials and delivery based on evaluation data and participant feedback.
  • Contribute to pilot initiatives, innovation projects, and the development of scalable learning templates and resources.

You Have

  • 5+ years of direct experience in instructional design, creating learning solutions for diverse audiences.
  • Experience designing, developing, and delivering training programs, including assessments and supporting resources such as toolkits, facilitator guides, and participant materials.
  • Experience using a Learning Management System (LMS) to upload, maintain, organize, and update learning content for an accessible learner experience.
  • Strong written and verbal communication skills, with the ability to engage and influence diverse audiences.
  • Demonstrated persuasion, negotiation, and motivational skills when supporting learners and collaborating with clients, stakeholders, and colleagues.
  • Proficiency with MS Office, SharePoint, and digital learning tools, including Adobe Captivate, Articulate Rise, Vyond, Canva, and virtual learning platforms such as WebEx.
  • University degree in Adult Education, Organizational Development, Human Resources, or equivalent work experience.
  • Knowledge of adult learning principles, instructional design practices, and current training and development trends.
  • Eligibility to work in Canada and the ability to successfully complete a criminal background check.
  • Nice To Have

  • Understanding of HR functions, policies, legislation, and initiatives impacting HR management.
  • Knowledge of competencies linked to recruitment, learning and development, and other HR functions.
  • Experience in diverse, cross-functional, or consulting-style environments.
  • Familiarity with service procurement practices within OPS.
  • Willingness to stay current on emerging instructional design approaches, digital learning tools, and eLearning trends.
