The Quantity Surveyor / Cost Estimator supports the successful delivery of large-scale building, rail and transit infrastructure projects under all types of contract delivery models, including Progressive Design Build and Alliance frameworks. This role is responsible for developing, validating, and managing project cost estimates throughout various design stages ensuring alignment with project objectives, delivery model, and market conditions.
Key Responsibilities
- Support the delivery of the transit development programs under Target Price and Alliance contracting frameworks
- Collaborate with the Alliance Partners and multidisciplinary teams to develop and review target price estimates, schedules, and project risk profiles.
- Prepare comprehensive Basis of Estimate (BoE) documentation, benchmarks, and pricing validations to ensure fair and reasonable pricing
- Develop all Classes of estimates for building, rail and transit infrastructure projects, including:
- Building projects
- Track and guideway
- Station & Platforms
- Systems
- Utilities
- Civil works including landscaping, and signage.
- Perform detailed quantity takeoffs and cost build-ups
- Maintain organized and accurate project files, cost records, and estimate documentation
- Monitor and analyze market conditions, including labour rates, material pricing, and productivity trends within the rail/transit sector
- Prepare clear and concise estimate summaries and presentations for senior leadership and project stakeholder approval
- Review and challenge contractor and consultant estimates, schedules, and risk profiles for:
- Scope definition, Accuracy and Completeness
- Alignment with project delivery model methodologies
- Attend and contribute to project meetings as required
Qualifications
- Degree or diploma in Quantity Surveying, Civil, Mechanical or Electrical Engineering, Project Management, or related field
- Proven experience in cost estimation and cost management for infrastructure or transit projects
- Strong understanding of Progressive Design-Build, Alliance, or Target Price contracting models
- Experience working on large-scale rail or transit projects is highly preferred
- Proficiency in cost estimating tools and spreadsheets (e.g., Excel-based models, and 3D take off)
- Strong analytical, organizational, and documentation skills
