Job descriptionTranslate user requirements into a Cognos BI business model and Framework Manager models. Design and implement BI security model, metadata, user groups, and folder structure. Develop and optimize Cognos reports and dashboards on Cloud Pak for Data and AWS Redshift. Test, debug, and re-engineer reports; document test cases for functionality validation. Create and tune SQL / PLSQL processes for complex logic and performance optimization. Prepare scripts and documentation for data preparation, performance checks, and monitoring. Support UAT, deployment, and provide training or demos for self-service BI reporting. Deliver knowledge transfer and detailed documentation to HSC staff as per project requirements. Extension / Amendment Attestation : Extension(s) only allowed using unused days / funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. Assignment Type : This position is listed as "Hybrid"; the resource is expected to work 7.25 hours per calendar day between the standard wording hours of 8 : 00 AM and 5 : 00 PM (excluding lunch breaks) every Monday to Friday inclusive. As part of the hybrid arrangement, the resource is required to be onsite 4 days per week at the designated OPS office location and work remotely 1 day per week. Experience working in the Public Sector and familiarity with I&IT project management processes Experience in design and development of Data Marts or Data Warehouses on a wide range of data repositories (relational and multi-dimensional data stores) Experience in Cognos Analytics reporting; modeling with Framework Manager, Dynamic Cube Designer, Data Module, Dataset, SDK; implementing point-in-time architecture Excellent requirements analysis skills Demonstrated experience in working with Power Designer Tool to design logical and physical models, generating scripts and applying model changes. In-depth knowledge and experience with Cognos report development in Cognos Analytics and Administration v12.x (reporting, dashboarding, embedded JavaScript, embedded SQL) Knowledge of BI architecture patterns, best practices, processes, and artefacts Experience developing Cognos reports in the IBM Cloud Pak for Data environment Experience in Oracle 19 or higher including writing complex SQL / PL SQL queries and materialized views. Experience in AWS Cloud technologies, specifically AWS Redshift Experience in database performance and tuning skills Experience in Cognos testing skills (reporting, dashboarding, embedded JavaScript, embedded SQL) Experience with Agile / scrum and waterfall methodologies, using tools such as JIRA and Confluence Proven troubleshooting and critical thinking skills Strong interpersonal skills with ability to work with client stakeholders to understand, interpret business requirements and its technical implications. Demonstrated ability to present technical solutions to client stakeholders, technical staff and to senior management. A motivated, flexible, detail-oriented and creative team player with perseverance, excellent organization and multi-tasking abilities, and a proven track record for meeting strict deadlines.
