Health Emergency Planner and Occupational Health and Safety Coordinator

Job Information
The Health Emergency Planner and Occupational Health and Safety Coordinator (HEP-OHS Coordinator) reports to the Director, Territorial Health Services, and provides territorial leadership in health emergency services planning and workplace safety for the Department of Health and Social Services (DHSS). The HEP-OHS Coordinator supports the health and social services (HSS) system readiness, response and recovery as a subject matter expert to ensure effective coordination that promotes, protects and provides for the health and well‑being of the people of the Northwest Territories.
The role is accountable for ensuring that the DHSS is prepared to respond to health emergencies and pandemics, and that it meets legislative requirements for occupational health and safety.
The incumbent works independently while managing multiple, concurrent priority projects of varying complexity that can involve one or all HSSAs, Office of the Chief Public Health Officer and other GNWT departments. The HEP‑OHS Coordinator completes many tasks by leading teams and consulting with stakeholders. Using project teams, the incumbent identifies priorities, develops short and long‑term plans for identified projects, and coordinates and / or reviews project work assigned to the members.
Key Responsibilities
- Ensure that appropriate plans, systems, policies and processes are in place to meet territorial and federal legislation and requirements for emergency planning, response and recovery.
- Conduct planning, monitoring, implementation and / or refinement of territorial wide health emergency management (prevention, mitigation, preparedness, response and recovery) and pandemic planning activities to ensure the services meet national standards and are delivered in the most effective and efficient manner.
- Ensure that health emergency management (prevention, mitigation, preparedness, response and recovery) becomes part of the DHSS's day‑to‑day decision‑making process through education, training exercises, evaluations, policies and procedures.
- During emergencies, manage 24 / 7 co‑ordination of the HSS System response in accordance with the NWT Emergency Plan, the Health and Social Services Emergency Management Plan and / or the NWT Pandemic Preparedness Plan.
- Provide management and oversight for the delivery of the Department's OH&S Program as the DHSS Occupational Health and Safety (OH&S) Coordinator.
- Support the division, directorate and / or the Minister through investigating and / or addressing issues, developing correspondence, writing briefing notes, developing submissions or position papers
- A Master's degree in Emergency Management and / or a Health Profession AND one (1) year of experience within a health care environment INCLUDING one (1) year of experience relating to emergency preparedness skills (prevention, mitigation, preparedness, response and recovery).
