About PBC Solutions

PBC Solutions Ltd. was created in 2022 as a wholly owned subsidiary of PBC Health Benefits Society (operating as Pacific Blue Cross), #1 health benefits provider in BC.

Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners DXC Advanced Solutions, NTT DATA, and EY.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health.

HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs.

In the future, the business will expand to additional public and private client work.

Position Summary

Reporting to the Director, Transformation Program Management Office (TPMO), the Scrum Master is responsible for helping our teams fully embrace Agile values and apply Agile principles, using a get-it-done and solution-oriented attitude.

They use their technical expertise and empathy for the end-user’s perspectives and apply this to the team’s execution efforts.

The Scrum Master hears the client’s needs and works with the teams to find solutions to address the client’s pain points and accelerate our shared impact.

The Scrum Master is empowered to challenge the team’s assumptions, and to identify and escalate issues and concerns as appropriate.

The Scrum Master considers the ROI of the work for PBCS, and the client. Using a proactive approach to continual improvement, they aim to have meaningful impact in their work, and they are committed to growth and development of themselves and the teams they work with.

Primary Duties

Agile Team Facilitation

  • Help the team fully embrace Agile values and apply Agile principles and coach them to higher levels of Scrum maturity.
  • Align and focus the team on each Program Increment (PI) and iteration goals.
  • Lead core SAFe Agile ceremonies, including daily stand-ups, sprint planning, backlog refinement, team retrospectives, etc.
  • Utilize JIRA to manage and optimize workflows
  • Drive continuous improvement in team approaches to quality, predictability, workflow and velocity.
  • Guide the team in identifying and removing impediments, challenging team’s assumptions when required, and promoting a solution-oriented approach.
  • Support the team in managing the product backlog and roadmap, ensuring a healthy team dynamic in terms of scope, priorities, and product quality.
  • Promote and apply collaborative tools and techniques

Collaboration with other Agile Teams

  • Represent their assigned team(s) in meetings, facilitates the smooth flow of information for each iteration between teams.
  • Handle dependencies and risks across external teams.

Reporting

  • Capture and monitor performance and delivery metrics to inform discussions with client(s) and other interested parties.
  • Monitor status of work, identify and escalate issues and concerns.
  • Provide input and recommendations, and seek guidance regarding team capacity and work prioritization.
  • Provide regular updates to the Director, TPMO and seek guidance when appropriate.

General Team and Department Support

  • Maintain and disseminate up to date knowledge of SAFe Agile principles and industry practices. Maintain Scrum Master certification.
  • Keep up to date with PBCS’ and client’s environments including security and technology trends, etc.
  • Perform other assigned duties related to the provision of team facilitation and product owner support.

Required Qualifications

  • Minimum required 3 years of hands-on experience as a Scrum Master in a Scaled Agile environment.
  • A bachelor’s degree (or higher) in Computer Science or a related field.
  • A Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification.
  • Proficiency in using Jira or similar tools in Agile settings.
  • An equivalent combination of work experience and education may be considered.

Travel / Work Location

PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based in BC with the ability to come to the office when required.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $76,800 to $115,200 annually .

Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
