Job description

What is the Opportunity?

The Shoreline Power Group is a fully integrated Joint Venture of Aecon and AtkinsRéalis and the Steam Generator Replacement Team (SGRT) project is a fully integrated Joint Venture of Aecon and Framatome, both located in Kincardine, Ontario. Our projects are the centerpiece of the Major Component Replacement (MCR) program which replaces the main components of 6 reactors including the steam generators at the Bruce Power Nuclear Generating Station. This project is part of Bruce Power’s Life Extension Program, which will allow Bruce Power’s CANDU units to continue to operate safely through to 2064.

The Welding Manager Leads the integrated welding program across SGRT and FCFR by setting standards, qualifying procedures and personnel, and governing consumables, equipment, inspection, and records so field teams can execute safely and right‑first‑time.

This position owns welding decision‑making and performance management. The Welding Manager interfaces with the Client, Engineering, Welding Specialists, and other Stakeholders to handle approval of WPSs/PQRs/AWPSs, monitor trends, drive corrective actions, and ensure compliance with ASME/CSA and client requirements. The department is required to deliver predictable quality and schedule outcomes.

What You'll Do Here:

Program Planning, Scheduling and Representation:

  • Own the integrated welding program schedule: resource‑levelling, 3–6 week look‑ahead, readiness activities, and constraint removal aligned to construction milestones.
  • Represent the Welding Program in design, construction, QA/NDE, and client forums. Chair / participate in readiness and quality reviews and provide clear decisions and action tracking.
  • Coordinate daily/weekly project management and workface support for SGRT and FCFR crews to ensure successful execution.

Technical Governance and Engineering:

  • Conduct technical reviews of RFQs/RFPs/contracts to confirm welding scope, code/class requirements, inspection points, documentation deliverables, and supplier capabilities.
  • Interpret drawings, codes, standards, and procedures. develop concise briefings and field quick‑reference guides for supervisors and trades.
  • Determine welding processes, consumables, procedures, and equipment based on materials, joint design, access constraints, and project specifications.
  • Develop/review WPSs, PQRs, AWPSs. Certify and register procedures with applicable authorities/regulatory bodies (e.g., client, CWB, TSSA) as required.
  • Prepare Heat Treatment Instructions and define controls for preheat, inter-pass temperature, heat input, cleanliness, and essential variables.

Drawings Constructability and Sequencing:

  • Review fabrication/installation drawings, confirm joint configurations, weld symbols, and develop weld maps.
  • Align sequencing with access, rigging, and other workface constraints.
  • Advise on design/fabrication issues (fit‑up tolerances, distortion control, temporary attachments, backing/insert requirements, etc.).

Quality Assurance, NDE/NDT & Nonconformance Control:

  • Integrate Construction Inspection and Test Plans (CITPs) with inspection points as required, and coordinate VT/PT/MT/UT/RT as applicable.
  • Lead nonconformance management: disposition (repair/rework/use‑as‑is), root‑cause analysis, corrective/preventive actions, and lessons learned. Find trends in reject/repair rates and implement interventions and corrective actions.
  • Ensure calibration and verification of welding equipment, heat treatment gear, and NDE instruments.

Personnel Qualification & Performance:

  • Maintain a controlled welder qualification and continuity matrix, schedule qualifications/requalification, and monitor performance to initiate retraining where it is required.
  • Embed human performance tools (pre‑job briefs, STAR, three‑way communication) and coach supervisors/foremen on welding best practices.

Procurement, Consumables & Vendor Oversight:

  • Prepare requisitions and Aecon Technical Specifications (ATSs) for welding consumables, equipment, and services. Define Special Purchasing Instructions (lot/batch testing, storage, humidity control, issue/return) where applicable.
  • Oversee vendor/subcontractor technical compliance and delivery assurance. Conduct surveillance and resolve technical queries quickly.
  • Ensure traceability of base‑metal heats, filler‑metal heat/lots, gas batches, and any special processes.

Records, Compliance & Turnover:

  • Maintain controlled registers of WPS/PQR/AWPS, HTIs, welder qualifications and continuity, consumable traceability, NDE reports, calibration certificates, and welding data.
  • Ensure completeness for client turnover and audits. Manage document control processes, change logs, and revision control to meet nuclear and project requirements.

Safety & Nuclear Safety Culture:

  • Ensure all work complies with Aecon Red Book Safety, OHSA, and site governance. Enforce good housekeeping practices, fire watch, FME, and contamination controls.
  • Reinforce nuclear safety culture and stop‑work authority, integrate hazard assessments into work planning.

OPEX & Continuous Improvement:

  • Capture and implement Operational Experience (OPEX) from SGRT/FCFR and other industry sources to drive continuous improvement.
  • Track and report KPIs (first‑time quality, repair rate, NCRs/NCARs, audit closure time, continuity compliance) and cascade actions to staff, crews, and vendors to increase efficiency.

Core Deliverables

  • Controlled WPS/PQR/AWPS register, HTI packages, ITPs/hold points
  • Welder matrix (quals, continuity, performance trends)
  • Consumables technical specs and traceability records
  • KPI dashboards and monthly program report
  • Turnover History Dockets as per client requirements

What You Bring To The Team:

  • Minimum 5 years in welding, quality, and / or field execution of industrial or nuclear projects (manufacturing and fabrication backgrounds are relevant).
  • Codes & Standards (Nuclear centric): ASME Section III (NCA + relevant Class/Division per project scope), ASME Section IX (procedure/personnel qualification) CSA N285.0 (pressure retaining components in nuclear plants) and CSA N286 (management system) CWB CSA W47.1 (company certification) and CSA W59 (structural welding) ASME B31.1 (power piping) for balance of plant scopes CSA B51 (boiler, pressure vessel, pressure piping codes)
  • Strong knowledge of engineering materials and metallurgy.
  • Knowledge of essential variables and welding process selection.
  • Working knowledge of VT/MT/PT/UT/RT NDE processes.
  • Proficient in interpretation of drawings, weld symbols, joint design, and weld maps.
  • Clear decision making, stakeholder engagement (Construction, QA, Client, etc.), concise technical writing, and ability to reinforce human performance tools.
  • Proficient with Microsoft 365 (Teams, SharePoint, Word, Excel, PowerPoint), and comfort with data dashboards (e.g., Excel/Power BI) to trend welding performance.
  • Results oriented, takes ownership of tasks assigned and delegates effectively.
  • Ability to manage, coordinate and prioritize multiple projects in a fast-paced, high pressure, highly professional environment with the expectation to meet tight deadlines

Reason for vacancy: Replacement

The expected salary range for this position is $120,000-$170,000

Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
