Provide day-to-day leadership and direction to assigned staff and trainees, fostering a culture of professionalism, safety, accountability, and continuous learning. The position establishes and maintains competency standards for Traffic Agents, including practical skill assessment, field evaluation, and documented performance verification prior to independent deployment.
Plan, develop and deliver operational training and retraining programs that support safe traffic control operations and compliance with legislative, regulatory, and City policy requirements. Working closely with operational subject matter experts, the Training Supervisor designs curriculum, learning objectives, lesson plans, simulations, job aids, and blended learning materials delivered through classroom instruction, e-learning, field exercises, and practical assessments.
Evaluate training effectiveness using measurable performance indicators and conducts training evaluations through observation, assessments, surveys, focus groups, and data analysis, measuring learning outcomes and verifying behavioural and performance change following training application in live operational environments.
Conduct field observations and operational audits at active intersections to assess staff readiness, training effectiveness, and adherence to procedures. Where performance issues, incidents, or complaints occur, the Training Supervisor conducts remedial and corrective training, documents performance improvement requirements, and determines return-to-duty readiness.
Maintain auditable training and competency records in the City’s learning management system and ensures all training and certifications are properly documented and defensible for audit, grievance review, and external oversight.
Assist the Program Manager with needs assessments by identifying performance gaps, determining root causes, and recommending training or operational improvements. Collaborate with operational and policy staff to develop procedures, workflows, and program standards and participates in continuous improvement initiatives.
Participate in the recruitment and selection of new Traffic Agents and contributes to onboarding and readiness evaluation.
Support uniform and equipment readiness by ensuring appropriate use of personal protective equipment and required operational equipment.
Coordinate with internal divisions, Toronto Police Service stakeholders, and external partners to implement effective traffic management practices and ensure alignment with Special Constable program requirements.
Prepare reports, briefings, and correspondence related to program operations, training standards, and policy matters, and represent Transportation Services at meetings with the public, councillors, and other government partners.
Provide input into and administers assigned budget, managing vendors and ensuring that expenditures are controlled and maintained within approved budget limitations.
Work operational shifts as required to support program needs and operational continuity.
Special Constable Status:
All supervisors must be able to obtain and maintain Special Constable Status in accordance with the Community Safety & Policing Act and with any established agreements throughout their employment as a Training Supervisor, Traffic Agent Program.
All candidates must be at least 18 years old, a Canadian citizen or permanent resident of Canada, and of good character.
All candidates must provide proof that they meet the educational requirements outlined in the Community Safety & Policing Act 92 (g).
Must meet all written, physical, and interview screening requirements established for appointment as a Traffic Agent (Special Constable), including successful completion of all pre-employment assessments, police background checks, and fitness standards required to perform operational traffic control duties in the field.
Must be able to pass a background investigation to obtain Special Constable Status.
Successful candidates are required to complete and pass Special Constable Training and Ontario Police College testing and all other mandatory training and assessments to be considered for this position in accordance with the Community Safety & Policing Act and established agreements with the Toronto Police Services Board and all City of Toronto policies and procedures, and be appointed as a Special Constable by the Toronto Police Services Board.
Must complete and successfully pass all required in-field training and competency assessments for continued operational deployment as a Traffic Agent Supervisor and demonstrate advanced operational proficiency and subject-matter expertise consistent with supervisory responsibilities.
Successful candidates must be able to maintain their Special Constable status throughout their employment and will need to comply with all requirements of the Community Safety & Policing Act, Memorandum of Understanding between the City of Toronto & Toronto Police Services Board, Traffic Agent Code of Conduct, and all City of Toronto policies.
