Responsibilities:
- Define program vision, scope, objectives, and success measures.
- Develop multi-year program roadmaps.
- Provide leadership across multiple concurrent projects.
- Establish program governance and reporting structures.
- Lead communication with senior executives and stakeholders.
- Oversee end-to-end planning, execution, monitoring, and closure of program components.
- Drive program status reporting, including progress, risks, issues, dependencies, and budget health.
- Develop and manage multi-year program budgets, forecasts, and investment proposals.
- Allocate and optimize resources across project teams and vendor partners.
- Identify, document, and mitigate program risks and issues.
- Provide coaching and guidance to project managers and delivery teams.
- Foster a culture of collaboration and continuous improvement.
Required Skills & Certifications:
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or equivalent experience.
- 8+ years of progressive experience in IT project/program management, including leadership of large, complex, multi-stakeholder initiatives.
- Experience in Agile, Waterfall, and hybrid delivery methodologies.
- Strong understanding of enterprise IT systems, system integration, cloud technologies, cybersecurity, and solution delivery.
- Advanced skills in program planning, financial management, risk management, and governance.
- Demonstrated ability to manage vendors, contracts, and third-party delivery partners.
- Exceptional communication, negotiation, and relationship-building skills.
Preferred Skills & Certifications:
- PMP, PgMP, or PMI-ACP
- PROSCI Change Management
- ITIL
- Agile/Scrum certifications (e.g., CSM, SAFe)
- Public Sector Experience
