Program Manager

Job Summary:

The Senior Program Manager will lead and oversee large-scale, complex, and high-profile technology or payments procurement programs within public and private sector organizations. This role requires extensive experience in program and project management, with a focus on transit fare payment systems, technology operations, and business processes. The Senior Program Manager ensures successful delivery of programs from inception to close-out, managing multiple projects and teams while aligning with organizational standards and objectives.

Responsibilities:

• Ensure accountability for centralized projects and their full life cycle delivery.
• Deliver programs cost-effectively, efficiently, and in compliance with methodologies and standards.
• Lead program strategy development, business planning, benefits identification, and funding requests.
• Translate executive expectations into program deliverables.
• Direct and manage multidisciplinary project teams, including multiple Project Managers.
• Monitor and manage cost, risk, schedule, governance, technical performance, and program impact.
• Provide program and portfolio views of project inter-dependencies and external dependencies.
• Coach and develop talent within the program team.
• Develop complex budgets involving multiple funding channels and organizational dependencies.
• Analyze risks and issues, recommend mitigation strategies to senior executives.
• Innovate in planning, analysis, and execution of program tasks.
• Lead stakeholder consultation, facilitation, and consensus building.
• Provide reporting to multiple stakeholders on program, portfolio, and project status.
• Lead change management strategies to overcome resistance and leverage support.
• Identify and implement new business processes, technologies, and products.
• Supervise communication of program updates via media and social media channels.
• Build positive relationships within teams and external parties.
• Contribute to lifecycle improvements based on lessons learned.
• Schedule and organize meetings and events, maintaining agendas.
• Ensure correct use of technology for operations such as video conferencing and presentations.

Required Skills & Certifications:

• 10+ years of experience in project and program management.
• Experience leading major technology or payments procurement programs with multiple RFP issuances.
• Project/program management experience in complex programs within private and public sectors.
• Knowledge of transit fare payment systems, technology, operations, and business processes.
• Experience in public sector program management.
• Strong leadership skills including coaching and talent development.
• Expertise in managing cost, risk, schedule, governance, and technical performance.
• Ability to develop complex budgets involving multiple funding sources.
• Proficiency in stakeholder engagement, facilitation, and consensus building.
• Strong communication and reporting skills to multiple stakeholders.
