Job description

Description:

Reporting to the Development Planning Process Manager, the Planning department is seeking a collaborative and solutions-focused Planner or Planning Analyst to support the modernization of our development and rezoning application processes. This 18-month term position will help improve how development permit and rezoning applications are understood, submitted, and processed by creating clear, consistent, and user-friendly guidance tools. Ability to demonstrate the transfer of complex processes into a visual communication presence is an asset.

In this role, you will lead and support the development of an online Development Guide that sets out clear application steps, requirements, and service standards for applicants and staff, developed in consultation with the development and municipal community. You will also help create supporting templates, training tools, web content, and performance measures to improve transparency, consistency, and usability. Please note that processing land-use applications is not part of this role.

Key Duties and Responsibilities

  • Research, review, administer and help improve land-use application processes, with a focus on clarity, consistency, usability, and improved intake quality
  • Manage project tasks from initiation to completion, including work planning, timelines, coordination, stakeholder engagement activities, and delivery of assigned project outcomes
  • Develop training and capacity-building resources for applicants, consultants, staff, and elected officials, including webinars, checklists, guides, presentations, and other plain-language materials
  • Develop and oversee presentation materials, graphics, staff training, and public-facing information, ensuring a continuous improvement methodology
  • Establish and implement key performance indicators, including dashboards and reports, to measure process improvements, including application quality at intake, reduced re-submission cycles, and reduced processing times
  • Enhance website information by developing user-friendly, plain-language content, and recommending improved organization and navigation for development-related information
  • Conduct lessons learned and continuous improvement reviews to refine the Development Guide and related tools, and share resources and key learnings with other municipalities

The ideal candidate will have experience in private and/or public sector environments relating to planning, policy analysis, process design or improvement, project delivery, stakeholder engagement, and plain-language communication. Knowledge of local government land-use processes, particularly development permits and rezonings, will be an asset.
