Job Summary

We are seeking an experienced Senior Project Manager / Leader to lead enterprise-wide cybersecurity and network security initiatives supporting the Ontario Public Service (OPS) Enterprise Network Security Program. The successful candidate will be responsible for planning, governance, and delivery of multiple large-scale, high-risk technology programs that strengthen the organization's cybersecurity posture and modernize enterprise network security capabilities.

The ideal candidate will possess extensive experience leading enterprise infrastructure and cybersecurity transformation projects involving Secure Service Edge (SSE), Zero Trust Network Access (ZTNA), Prisma Access, Web Application Firewall (WAF), Next-Generation Firewalls, cloud security integration, VPN modernization, and enterprise network security controls. This role requires strong leadership, stakeholder management, governance, and project delivery expertise within complex enterprise environments.


Responsibilities

Enterprise IT & Cybersecurity Leadership

  • Lead the Enterprise Network Security Program and provide strategic oversight across multiple concurrent cybersecurity initiatives.
  • Establish project governance, delivery frameworks, and executive reporting aligned with OPS standards.
  • Drive adoption of Zero Trust and Security-by-Design principles across enterprise network and cloud security initiatives.
  • Build and maintain strong relationships with executive sponsors, business stakeholders, enterprise architects, cybersecurity teams, operations, and vendors.
  • Chair steering committees, governance forums, project reviews, and stakeholder meetings.
  • Provide executive-level reporting on project health, milestones, risks, financials, dependencies, and outcomes.
  • Lead continuous improvement initiatives to enhance security posture, governance maturity, and operational excellence.

Enterprise Network Security Program Delivery

Lead the planning and implementation of enterprise security initiatives including:

  • Secure Service Edge (SSE)
  • Zero Trust Network Access (ZTNA)
  • Prisma Access
  • Web Application Firewall (WAF)
  • Next Generation Firewall modernization
  • Network segmentation
  • Cloud security integration
  • Enterprise security control enhancements
  • Secure remote access and VPN modernization

Additional responsibilities include:

  • Develop integrated project plans, schedules, resource plans, budgets, and delivery roadmaps.
  • Manage project scope, schedule, budget, quality, risks, issues, and dependencies.
  • Coordinate cross-functional teams including enterprise architects, network engineers, cybersecurity specialists, cloud teams, operations, and external vendors.
  • Ensure successful implementation, operational readiness, knowledge transfer, documentation, and transition to support.
  • Drive optimization of enterprise security technologies, operational processes, and service delivery.

Project Governance & Stakeholder Management

  • Manage project governance, executive communications, and stakeholder engagement across multiple initiatives.
  • Facilitate planning workshops, technical reviews, steering committees, and risk assessment sessions.
  • Produce executive dashboards, project status reports, presentations, and governance documentation.
  • Manage vendor relationships, contracts, and delivery performance.
  • Lead multidisciplinary project teams and ensure alignment across technical and business stakeholders.
  • Build consensus, resolve conflicts, and manage competing priorities.
  • Promote organizational change management and business readiness activities.
  • Ensure compliance with OPS project management standards, governance processes, and quality assurance requirements.

Required Qualifications

Experience

  • Minimum 10 years of Project Management experience delivering large-scale enterprise IT infrastructure or cybersecurity initiatives.
  • Proven experience managing enterprise cybersecurity transformation programs from initiation through implementation and operational transition.
  • Experience leading multiple concurrent enterprise projects within complex technology environments.
  • Strong knowledge of enterprise infrastructure, cloud platforms, cybersecurity frameworks, and modern network security architectures.
