Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Lead, Facility Planning & System Optimization. This position is focused on technical and commercial areas within the Shipper Services department related to the planning of facility additions and upgrades to support the optimization of the Mainline System and the Puget Sound system. You will assist in resolving bottlenecks, increase system flexibility and optionality for our Shippers along with increasing Trans Mountains revenue and value.

The role works closely with Engineering and Operations to oversee the portfolio of projects from concept to commissioning. It is accountable for the management of various aspects of the Drag Reduction Agents (DRA) utilized in the pipeline system, including operational budget and consumption optimization.

Key Responsibilities

  • Work closely with the System Scheduling & Logistics team to identify and implement throughput/capacity improvement initiatives to address system restrictions/bottlenecks with Engineering and Operations.
  • Apply results from pipeline modelling to evaluate flow rates, pressure profiles and system constraints, ensuring optimal pipeline operation.
  • Collaborate with feeders, Shippers and internal parties to develop commercial agreements to assess and fund facility upgrades and new connections
  • Collaborates with internal and external parties to develop the projects and provides project oversight from concept to commissioning.
  • Management of the DRA Program including the optimization of DRA consumption in conjunction with the control centre operators and the Hydraulics team.
  • Business lead of the DRA Master Services Agreement and manage the annual DRA budget.
  • Ensures supply of DRA is appropriate to meet system capacity needs.
  • Manage existing pipe rack lease agreements and work with third parties requesting access to Trans Mountain pipe rack space.
  • Develop project proposals and negotiate commercial agreements for the engineering, construction and lease of pipe racks, and work with Engineering to progress detailed design.
  • Provide oversight of project execution to ensure adherence to scope, schedule, and cost and discuss any deviations with impacted third-party facilities or customers and execute necessary changes to commercial agreements.
  • Monitor return of investment of Pipe Racks and work with Finance to rebase lease fees as required.
  • Maintain metering facilities plans for Edmonton feeders, oversee meter utilization and identify opportunities for optimization of current and future custody transfer systems.
  • Work with the Commercial Department, with Shippers and connected facilities to identify future needs and implement plans as required to meet the business needs.
  • Support the Commercial Department on business development of non-regulated services, including incremental services offered to TM's contract tank customers.

Qualifications and Professional Experience

  • Post-secondary education with a bachelor’s degree in engineering
  • 10 years of progressive experience in pipeline operations
  • Demonstrated experience in Pipeline Optimization initiatives including the use of Drag Reducing Agents.
  • Proficient in fluid dynamics with the ability to translate results from pipeline simulation reports to actionable commercial and operational strategies.
  • Experience working with external customers (pipeline feeders, refineries and Shippers).
  • Experience drafting Commercial Agreements is considered an asset.
  • Project Management of midstream oil and gas facilities is considered an asset.
  • A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
  • Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.
  • Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.

Working Conditions

  • Willingness and ability to travel as required.
