Industrial Engineer, Oil & Gas Surface - Hybrid

The Opportunity­­

The Alberta Energy Regulator (AER) is currently seeking a Limited-Term Industrial Engineer to join our talented team of professionals in the Regulatory Applications Branch. The Industrial Engineer will work in a multi-disciplinary team to provide support and technical knowledge for the review of environmental and process engineering information for applications and submissions under the Environmental Protection and Enhancement Act (EPEA). This work helps ensure the environmental risks and impacts of oil and gas activities are well understood and that activities are conducted in a manner that mitigates potential impacts on the environment.

This role is recognized within the organization as an engineer specialized in industrial facility and environmental engineering for oil and gas surface activities, knowledgeable with the regulations, analytical approaches, risk assessment and stakeholder collaboration involved with EPEA applications and authorizations.

What your day-to-day will look like:

  • Coordinate multi-disciplinary application review teams, use risk based technical review principles, and make recommendations within target timelines, on EPEA applications for O&G activities. This includes drafting approvals with case-specific conditions for the proposed industrial components for new projects, expansions, or changes to existing projects.

  • Act as the primary liaison with representatives from industry, AER field staff, the public and government during the application review process, providing support and information across various teams on the review process and associated regulatory requirements.

  • Represent the AER on external multi-stakeholder forums, working groups and committees, supporting the development and implementation of Government of Alberta policies, guidelines and directives, as well as the creation and implementation into core business functions, new AER regulatory frameworks, directives, monitoring requirements and approaches to regulation that uphold the integrity of environmental regulations.

  • Perform desktop surveillance and audit activities and approval maintenance, including but not limited to occasional site visits, review of annual reports and submissions, to ensure appropriate risk-based compliance and assurance mechanisms are in place throughout the life cycle of oil and gas projects. Make recommendations that enhance the application process and improve environmental performance based on learnings from surveillance and audit activities.

  • Support the consideration of statements of concern, appeal and hearing processes, including Alternative Dispute Resolution process. This may include direct support to a hearing panel during the information gathering phase, participation in the hearing process and decision report writing.

  • Support information, action and media requests by gathering all necessary facility and environmental information and presenting it clearly and concisely.

What we’re looking for in you:

  • Bachelor’s degree in Chemical, Mechanical or Environmental Engineering.

  • 5+ years of related experience in process, environmental or facility engineering within the energy sector. Direct regulatory experience considered an asset.

  • Registered professional engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) or eligible for professional membership is required.

  • Ability to use strong communication (written and verbal, including technical writing) and interpersonal skills to build and maintain working relationships with internal and external stakeholders, facilitate meetings, and present and communicate complex technical information to a variety of audiences.

  • Strong understanding of Alberta’s regulatory framework and associated legislation and enactments, particularly EPEA, and how they apply to various application scenarios.

  • Critical thinking ability to think beyond the information presented and utilize a multidisciplinary approach to problem solving and provide solutions.

  • Beginner to intermediate awareness of project management principles.

  • Current First Aid and H2S Alive training is an asset.
