The lead, Data and Analytics, is responsible for leading the development of primary data analysis to support the development and implementation of Ontario Health’s clinical quality initiatives.
They will support the identification, acquisition, and adaptation of data elements, datasets, and analytical methods. They will also interpret and present analyses and conclusions through a variety of formats for a range of decision-makers.
This role will design and conduct analyses of administrative and clinical data to identify areas of Ontario’s health care system where quality gaps may exist between current practice and optimal care, suggesting the potential for improvement.
Using Ontario’s health administrative databases, they will develop descriptive analyses of populations and service areas of interest, examine and interpret regional and institutional variations in use and outcomes, and compare data on practice patterns and performance with other health systems.
The lead will identify and leverage the findings of relevant published research and combine these with their own primary data analyses.
They will work with and develop analytical plans for external researchers to conduct more complex analyses of linked and record-level data.
The Lead will also be responsible for leading the exploration of emerging technologies and analytics capabilities in alignment with the strategy, goals and objectives of Ontario Health’s clinical quality initiatives.
Through their extensive technical knowledge and ability to master new tools quickly, they will develop best practices and lead proof-of-concept analytic products, workflows and advanced analytics that can be operationalized within the team for greater efficiency.
It is expected they will leverage both existing (SAS) and alternate coding languages (R / Python), Business Intelligence tools, and new cloud platforms such as our Analytics Data Hub and Microsoft Azure.
They will play a key role in establishing new reporting solutions via an online reporting platform utilizing Power BI.
Here is what you will be doing :
Analysis and Content Development
Serve as a subject matter expert on Ontario’s health care administrative databases and provide guidance and recommendations to the Quality Division on data analytics and measurement
Provide leadership on measurable areas of quality improvement for various health topics; develop related indicators
Develop the required processes and tools to implement key activities and deliver on program plans
Gather and analyze data using analytical techniques, complex data collection, survey instruments, bibliographic research methods, software applications, and statistical analytics
Translate complex information into meaningful analyses (e.g., descriptive, diagnostic, predictive, prescriptive) to inform strategic clinical priorities, and recommend actions to address quality issues
Address information gaps and limitations by accessing new data and information sources, improving the use of existing data sources, and developing new resources or tools
Solicit, articulate, and scope research questions on clinical and health services issues and health system analysis and planning, and translate these into analytical projects
Work on multiple projects and assignments while shifting and adapting work in response to changes in program priorities and timelines
Lead the creation / development / management of new reporting solutions for dissemination to multiple audiences (internal and external to OH) via an online reporting platform utilizing Power BI.
Perform other assignments and special projects in support of team and departmental objectives as required
Coordination and Collaboration
Collaborate with team members, other program areas, and external experts to incorporate methods and novel analysis into planning, reporting, and analytical tools
Develop relationships with team members to understand business / operations activities and analysis needs, share information, and aid in understanding methodologies and results
Liaise with clinical experts, researchers, administrators, and other stakeholders to define key research questions and areas for analysis related to a variety of topics
Integrate analytics with colleagues’ work, synthesizing clinical guidelines and other literature to develop quality statements
Work with experts and available information to assess provincial data sources and their suitability for measuring quality improvement
Map recommended indicators to data sources and make recommendations on data collection and reporting
Support the calculation and reporting of quality indicators selected for Ontario Health and external reporting platforms (e.
g., public reporting, plans for quality improvement)
Consult on a broad range of projects led by other team members and across Ontario Health
Leadership
Provide expertise on Ontario’s health care administrative databases, and provide guidance and recommendations on data analytics and measurement
Proactively identify and implement ongoing quality improvement opportunities in the programs
Plan, oversee, and provide direction on work conducted by team members
Advise on the integrity and appropriateness of analytical and statistical methods used by the team
Assist in the development of project plans, sequencing activities, and interdependencies, proactively identifying, managing, and escalating issues and risks as needed
Lead projects, working groups, and committees
Demonstrate leadership and integrity in all interactions with external stakeholders consistent with Ontario Health’s role as the provincial advisor on health care quality
Train colleagues to conduct population health needs assessments, creating performance measurements, identifying funding priorities, and evaluating strategies that support high-quality population health management
Provide guidance and technical expertise regarding Business Intelligence and other modelling solutions to other team members
Here is what you will need to be successful :
Education and Experience
Master’s degree in health services research, health economics, epidemiology, statistics, or other relevant discipline
5 years of experience conducting applied research and analysis in a professional health care environment
Experience in performance measurement and indicator development
Expert knowledge of Ontario’s health care data to design and conduct analyses of administrative and clinical data
Experience using health care and demographic datasets and standards, including CIHI (DAD, NACRS, CCRS, NRS), ON-MARG, and Statistics Canada census, considered an asset
Experience with health equity data, patient experiences, and outcomes considered an asset
Knowledge of the Canadian health care system and health care administrative data
Advanced knowledge of and experience working with statistical packages (e.g., SAS, R, Python)
Experience with Power BI, including associated 3rd party tools such as Tabular Editor and DAX Studio
Experience with SQL coding
Expert MS Excel skills (data manipulation, advanced formulas, pivot tables, data model, scenario analysis, VBA) required, including ability to query and analyze data with spreadsheet, database and other analytics software
Knowledge of Microsoft Azure platform and available services an asset
Knowledge of research methods
Knowledge of health indicators (e.g., definitions, reporting periods, populations)
An understanding of health equity, including the social determinants of health and their impacts on health outcomes for different populations
Experience with Microsoft Office applications (Excel, Word, PowerPoint)
