Responsibilities
- Defining project scope, goals, and deliverables that support business objectives in collaboration with the senior leadership team and internal stakeholders.
- Defining guiding principles for the project.
- Establishing effective and appropriate project governance.
- Developing full-scale project management plan, implementation plan and associated communications documents.
- Identifying the priority modules for system implementation.
- Developing an acceptance criteria and process for the implementation.
- Planning and scheduling project timelines and milestones using appropriate tools.
- Defining the process for reviewing, sign-off, and testing of business requirements.
- Estimating and identifying the resources and participants required to achieve project goals.
- Developing a change management and user engagement strategy, including training plan.
- Providing progress updates to the PMO and Project Steering Committee, including presentations, reports and memos.
- Ensuring proper financial management of the project.
- Managing the performance of the implementation consultant, ensuring adherence to the contract terms and conditions
- Negotiating and managing the relationship between the project team and the implementation consultant.
- Ensuring proper risk management by documenting all risks and employing an effective mitigation strategy.
- Identifying opportunities to standardize business requirements and processes across the various departments.
- Developing key project deliverables, including :
o Project charter
o Implementation plan
o Change management and communications plan
o Acceptance criteria
o Business requirements document and work breakdown structure
o Project logs (including stakeholder register and RAID log)
o Monthly status reports
Qualifications
- Bachelor's degree in Computer Science, Information Systems, Business, Engineering, or related field.
- 10 or more years of project management experience or the equivalent combination of education, training and experience.
- Excellent knowledge of project management methodologies, knowledge areas and tools.
- Proven experience in planning, implementing and supporting a PMIS or other corporate Enterprise Resource Planning (ERP) system for a large utility, municipal or government organization.
- Strong ability to document, analyze and assess business processes, system interactions and to propose consolidated alternative business processes.
- Thorough knowledge of problem definition and analysis related to business processes and systems planning.
- Considerable knowledge of information technology components, processes and developments related to the work performed.
- Considerable knowledge of the functions of departments served and their requirements in information technology.
- Demonstrated experience in change management and stakeholder engagement in a large multidisciplinary organization.
- Excellent organization and presentation skills.
- Ability to influence and foster an environment of shared accountability.
- Ability to clearly articulate messages to a variety of audiences.
- Ability to be flexible and highly adaptive in a fast-paced environment.
- Excellent vendor management and negotiation skills.
- Strong analytical and problem-solving skills.
- Experience with Trimble e-Builder or other Project Management Information Systems is an asset.
- Project Management Professional (PMP) designation is an asset.
- Certified ScrumMaster (CSM) and Scrum Product Owner (CSPO) designations are an asset.
