New Value Solutions, a national IT consulting company is seeking a Project Management Consultant to help our client Lead the development of a service and functional program for a new Dispatch Operations Centre (DOC).
Responsibilities include coordination and planning of user meetings, documentation, Guide Business Continuity Strategy, enhancing DOC resilience, and alignment with health standards.
The role will also support project feasibility, location analysis, and design, and ensure strategic goals are met and stakeholder needs are addressed.
Responsibilities :
- Development of a service plan and functional program as defined in the project description
- Develop a detailed work plan complete with milestone dates for completion of the SP / FP
- Facilitation of user group meetings with key staff including but not limited to the Senior Provincial Executive Director, Strategy and Transformation, Director, Emergency Dispatch Operations, Executive Director, Facilities and Planning, Senior Director, IMITs, Senior Manager, Strategic Planning & Projects, and Director of Organizational Resilience, who will provide the needs and requirements for the proposed dispatch operations centre.
The proposal should outline the number of virtual meetings required to complete the scope of work and should include for one site visit
- Attendance of bi-weekly half hour meetings with the Project lead to discuss scope and resolve any issues
- Provision of documentation and minutes for each meeting including attendees, agenda, discussion, and decisions
- Provide drafts of the SP / FP to the project team at the 50 per cent, 75 per cent and final draft stages for review and comment
- Incorporation of feedback from the project team into a final SP / FP report
- Provision of summary text related to the following categories for inclusion in a briefing note or Business Plan :
- Service need
- Background information
- Scope description
- Responses to clarifying questions (if any) required to confirm the feasibility of the project. This phase of work will support estimation of the operating and capital costs
- Responses to clarifying questions during the schematic design phase. The scope will be limited to answering questions from the schematic design team, as required to inform the schematic design
- The deliverable will be a report style document in a format agreed upon by the project team and consulting team. It will inform the location options analysis, feasibility study, schematic design, capital cost estimates and construction schedules that will be used in determining an appropriate future location for the Dispatch Operations Centre
- As it relates to a new Dispatch Operations Centre :
- Plan, lead and develop a Business Continuity Strategy, Business Continuity Manual and support the development of Business Continuity Plans with project stakeholders and executives specific to DOC and related activities
- Review, assess and report back to the project stakeholder current business continuity practices plans and provide recommendations / improvements specific to DOC and related activities
- Plan and lead discussions on a roadmap or best way forward for DOC to maximize its facility, technology, people and processes with business continuity in mind
- Ensure DOC business continuity plans and reporting align with Provincial Digital Health and Information Services
Requirements :
- Must possess operational experience with NG911 technology
- 10+ years of experience as a program lead in business continuity management and crisis management
- Experience in implementing business continuity management in a 9-1-1 communication centre
- Knowledge of industry standards and best practices for BCMS and crisis management
- Strong project management and leadership skills
- Excellent written and verbal communication skills
- Ability to communicate complex concepts in a simple and engaging manner
- Highly detail-oriented work style
- Preference will be given to candidates certified in business continuity management or emergency management
- Health care facilities experience and experience with emergency services, preferably with dispatch operation centres
