Main Purpose & Function
Business Analyst is responsible for leading and supporting a diverse portfolio of work spanning strategic initiatives, enterprise projects, operational effectiveness improvements, data-enabled transformation, and business process modernization. This role applies advanced business analysis, data analysis, data mapping, research, business process review and re-engineering, and management reporting to identify opportunities, solve complex problems, and develop practical, evidence-based recommendations. The position works across a broad range of business areas and initiatives, requiring the ability to move effectively between project-based assignments, operational problem-solving, and enterprise improvement work.

Operating with a high degree of independence, the Business Analyst is expected to scope, structure, and deliver work in areas that may be complex, cross-functional, or not fully defined. The role translates broad direction into clear workplans, analysis, options, recommendations, and implementation actions.

The work directly informs and influences leadership and executive decision-making, including the assessment of options, trade-offs, risks, operational impacts, and recommended courses of action. Assignments may involve significant organizational, service delivery, financial, operational, data, technology, or change-management implications.

Business Analysts play a key role in improving how the organization uses data, optimizes processes, delivers services, and aligns operational practices with strategic priorities. The role supports scalable, efficient, data-informed, and client-focused service delivery across the organization.

This role reports to the Director, Enterprise Data, Analytics and AI and regularly works with business unit leaders, operational managers, technical teams, data teams, subject matter experts, vendors, consultants, and external partners. The role is expected to build productive working relationships across diverse stakeholder groups and influence outcomes without always having direct authority.

Specific Duties & Responsibilities

  • Leads and supports projects and analytical initiatives of varying size, complexity, and organizational impact, including defining scope, developing workplans, coordinating activities, managing deliverables, identifying dependencies, tracking issues and risks, and supporting successful delivery within established timelines, constraints, and budgets.
  • Leads cross-functional work by aligning stakeholders, clarifying objectives, structuring ambiguous problems, and driving work forward through analysis, collaboration, and sound judgement.
  • Supports project governance by preparing decision materials, briefing notes, presentations, options analysis, recommendations, and implementation updates for senior leaders and executive stakeholders.
  • Develops recommendations that improve efficiency, effectiveness, scalability, consistency, accountability, and client service. This may include identifying systemic issues, operational gaps, duplication of effort, manual processes, data quality concerns, unclear accountabilities, or opportunities for standardization and automation.
  • Supports the design and implementation of improved operating models, business practices, service delivery approaches, and management reporting processes.
  • Applies structured business and data analysis methods to support strategic and operational decision-making. Analyze quantitative and qualitative information to identify patterns, trends, risks, issues, opportunities, and business impacts.
  • Uses data to support problem definition, root cause analysis, options assessment, performance measurement, benefits identification, and implementation planning.
  • Translates complex data and business information into clear insights that can be understood and acted on by technical, operational, and executive audiences.
  • Leads or supports data mapping activities to document data sources, data flows, data definitions, business rules, system relationships, ownership, dependencies, and handoffs across processes and systems.
  • Works with business and technical stakeholders to understand how data is created, used, transformed, stored, governed, reported, and relied upon for decision-making.
  • Identifies opportunities to improve data quality, consistency, usability, reporting, governance, and alignment between business processes and data systems.
  • Supports initiatives that improve the organization’s ability to use data as a strategic asset, including analytics, reporting, dashboarding, operational metrics, and data-informed decision-making.
  • Leads and supports end-to-end reviews of business processes across a variety of operational and strategic areas. Document current-state processes, identify pain points, assess root causes, and develop improved future-state processes.
  • Applies methods such as process mapping, value stream mapping, workflow analysis, fit/gap analysis, service design, requirements analysis, and performance measurement to develop practical and implementable recommendations.
  • Assesses the operational, data, technology, people, policy, governance, and change-management implications of proposed process changes.
  • Develops implementation considerations, transition plans, success measures, and reporting approaches to help sustain process improvements over time.
  • Conducts targeted and in-depth research to support complex business questions, operational reviews, data initiatives, and transformation efforts. Research may include leading practices, peer jurisdiction comparisons, service delivery models, performance indicators, standards, frameworks, emerging technologies, and organizational trends.
  • Provides advisory support to business areas by helping stakeholders clarify objectives, understand current-state challenges, assess alternatives, and make informed decisions.
  • Leads or supports the implementation of recommendations arising from projects, operational reviews, data initiatives, and process improvement work.
  • Coordinates with business and technical teams to support adoption of new processes, tools, data practices, reporting approaches, and operating procedures.
  • Identifies risks, dependencies, stakeholder impacts, training needs, communications requirements, and change-management considerations to support successful and sustainable implementation.
  • Synthesizes complex and sometimes ambiguous information into practical decision-ready materials, including options analysis, risk analysis, implementation considerations, and recommended courses of action.
  • Develops and maintains effective working relationships with stakeholders across business, operational, technical, and leadership groups.
  • Facilitates discussions, workshops, interviews, requirements sessions, process reviews, and decision-making conversations with diverse participants.

Qualifications

Education and Experience:

  • A bachelor’s degree in a relevant discipline such as Business, Commerce, Public Administration, Public Policy, Economics, Data Analytics, Information Management, Computer Science, Engineering, or a related field, and/or an equivalent combination of education, training, and relevant experience.
  • Significant progressive experience, typically 6 to 8 years or an equivalent depth of experience, in business analysis, data analysis, operational effectiveness, process improvement, management reporting, business advisory, project delivery, or related functions within a complex organization.
  • Experience in consulting, advisory services, public sector, technology-enabled transformation, data and analytics, or enterprise service delivery environments is considered an asset.
  • Training or experience in analytics, business analysis, project delivery, process improvement, data management, or quality improvement methodologies is required. Certifications or formal training such as IIBA, Lean Six Sigma, project management, change management, data analytics, or related disciplines are considered assets.

Knowledge, Skills and Abilities:

  • Strong knowledge of business analysis methods, including requirements gathering, stakeholder analysis, current-state and future-state assessment, options analysis, gap analysis, and benefits identification.
  • Strong understanding of business process review and re-engineering methods, including current-state documentation, value stream mapping, workflow analysis, service delivery analysis, fit/gap assessment, and future-state design.
  • Ability to apply business analysis techniques to define complex problems, assess current and future states, identify risks, dependencies and opportunities, evaluate options, and develop practical, evidence-based recommendations.
  • Ability to balance strategic objectives, operational realities, data insights, stakeholder needs, risks, and implementation considerations.
  • Ability to analyze data, interpret results, identify trends, and communicate insights.
  • Ability to document data sources, flows, definitions, relationships, ownership, dependencies, and business rules across systems and processes.
  • Ability to identify data quality issues, reporting gaps, and opportunities to improve the use of data in decision-making.
  • Ability to work with data, reporting, visualization, workflow, and business analysis tools as required by the assignment
