Job description

Are You Ready to Architect Enterprise Role-Based Access for a Provincial Clinical Ecosystem? Do you bring recent years of Business Analysis experience paired with deep expertise in Identity & Access Management (IAM) and Role-Based Access Control (RBAC) within healthcare environments?

Have you designed clinical role catalogues, segregation-of-duties (SoD) matrices, and emergency "break-glass" access workflows for large-scale Clinical Information System (CIS) or EHR/EMR implementations?

Our team is seeking a Senior Identity Access Management Specialist (Business Analyst Level 3) to support a multi-year provincial digital healthcare transformation consolidating disparate hospital systems into a unified Clinical Information System (CIS). In this critical role, you will lead the definition, design, and operational readiness of the enterprise IAM and RBAC framework supporting acute and ambulatory clinical operations.

You will bridge clinical leadership, nursing/physician staff, privacy officers, cybersecurity, and IT engineering teams to translate clinical workflows and privacy legislation into secure, auditable, and operationally sustainable security roles.

Advantages
Long-Term Stability: 2-year firm contract with clear paths up to 4 years total.
Remote Flexibility: Work remotely from anywhere in Canada.

Responsibilities
- Lead the identification, analysis, and engineering of clinical, financial, administrative, and support roles across acute care networks.
- Develop and maintain comprehensive role catalogues, role-to-function maps, access matrices, and segregation-of-duties (SoD) models adhering to least-privilege principles.
- Translate clinical workflows into CIS security configurations, emergency override (“break-glass”) protocols, and specialized access controls.
- Define business requirements, workflows, and operating procedures for user provisioning, role modifications, periodic recertification, and rapid deprovisioning.
- Analyze user populations and legacy entitlement assignments to identify access conflicts, role overlaps, and security/privacy risks.
- Support security configuration validation, User Acceptance Testing (UAT) for role assignments, and go-live readiness transitions.

Qualifications
- Bachelor’s degree in Computer Science, Business Administration, Health Informatics, or a related discipline (or equivalent combination of education and experience).
- Senior Business Analysis Depth: Minimum 5+ years of demonstrated BA experience (requirements elicitation, workshop facilitation, process mapping, detailed design) supporting large-scale healthcare or enterprise technology programs.
- IAM & RBAC Expertise: years of hands-on experience in Identity and Access Management (IAM), access governance, or Role-Based Access Control (RBAC) framework design.
- Healthcare & Clinical Stakeholder Exposure: recent years working directly with clinical stakeholders, operational leaders, or healthcare organizations.
- Clinical Systems (CIS/EHR/EMR): recent years supporting provider-based healthcare information system implementations (e.g., Epic, Cerner, MEDITECH, or provincial CIS platforms).
- Advanced proficiency with Microsoft Office 365, including Visio for process mapping, Excel for data analysis, and Teams.
