Job description

The successful candidate must deliver the following to complete the engagement :

Elicits, translates, validates, communicates, negotiates, develops, and manages requirements by applying proven effective techniques such as interviews with probing questions, walk-throughs, surveys, use cases, specifications, brainstorming, modeling, etc.

Facilitates and moderates the discovery sessions / workshops in the participation of both business and technical stakeholders to gather the business and functional requirements, finalize the requirements, and manage the required approval for the design and development of the application.

Gathers and documents the business and functional requirements by leveraging critical thinking skill set and performing required coordination among the internal and external project stakeholders (i.e., PAS Business SMEs, SaaS Providers Technical SMEs, SMEs of different departments in GNB) and manages the requirements traceability matrix document throughout the project life cycle.

Identifies, defines, communicates, and negotiates for solutions, technical and business processes, procedural, etc. that will maximize the value delivered by the supported Application to the SNB PAS team.

Effectively translates technical issues so all project stakeholders can understand and make effective decisions.

Provides required support to the project manager to complete the work packages.

Performs comprehensive risk analysis for risk register and stakeholder analysis, including interdependencies.

Identifies project issues and documents and communicates with suggestions for resolution.

Produces and manages the project documentation under the agreed project template.

Follows the client's Project Management Framework, agreed project governance approach, and delivery strategy to ensure the delivery of the assigned project deliverables within time and scope.

Participation in the resolution of post-implementation defects and change requests associated with the PAS projects in scope for the engagement.

Responsibilities

1) Requirement Collection & Oversight :

Use effective techniques (e.g., interviews, surveys, workshops) to gather, validate, and manage both business and functional requirements. Collaborate with both business and technical stakeholders to finalize requirements and secure approval for the design and development phases. Continuously maintain the requirements traceability matrix throughout the project lifecycle.

2) Discovery Sessions & Workshops Facilitation :

Lead and moderate discovery sessions and workshops involving both business and technical teams to define and finalize requirements. Ensure that requirements are clearly communicated and approved before moving forward with design and development.

3) Stakeholder Coordination & Communication :

Coordinate with internal and external project stakeholders (including SMEs and SaaS providers) to gather and document business and functional requirements. Effectively translate technical information for all stakeholders, ensuring clarity and supporting decision-making.

4)Solution Definition & Negotiation :

Identify and define potential solutions that maximize the value of the application for the team. Negotiate on both technical and business processes to ensure the best outcome for the project.

5) Project Manager Support :

Provide necessary assistance to the project manager to complete work packages and other project-related tasks.

6) Risk & Stakeholder Analysis :

Conduct risk analysis and maintain a risk register, while assessing project interdependencies. Proactively identify project issues, documenting them and offering solutions to resolve them.

7) Project Documentation Management :

Produce and manage documentation following the agreed-upon templates and project governance standards.

8) Governance & Framework Compliance :

Ensure adherence to the client’s project management framework and delivery strategy to ensure the project is completed on time and within scope.

9)Post-Implementation Support :

Assist in resolving post-implementation defects and handling change requests related to the project.

Qualifications

MANDATORY REQUIREMENTS

Minimum 5 years of experience with large and complex system projects. Experience working with integration between large systems, using a variety of technologies.

Minimum 5 years of experience working with Oracle and or enterprise relational databases

Minimum 5 years of experience managing IT projects that require in-house custom development

Other Requirement

Recent experience (in the last four years) in a Project Manager role for projects of similar complexity. Scoring will be based on the breadth and depth of experience.

Recent experience supporting information systems specific to government service delivery agencies, such as Service New Brunswick.

Experience performing business analyst activities, such as workshop facilitation, requirements elicitation, requirements prioritization, process flow design, business capability modeling, quality control testing, and system documentation

Recent experience having created and / or oversaw the creation and been responsible for the accuracy of test scripts

Recent experience having created and / or oversaw the creation and been responsible for the accuracy of user stories

Recent experience having created and / or oversaw the creation of custom code modules to meet business requirements

Demonstrate a willingness and interest to learn new technologies and understanding new business domains and how best to use technology to meet evolving business demands.

Recent working, at least high level, experience with object-oriented languages, preferably Java

Recent working, at least at a high-level experience of relational databases. Oracle experience is an asset

Recent working, at least at a high-level experience working with SQL. PL / SQL is an asset.

  • all the above requires minimum 6+ year of experience.

Experience working in a Linux-based environment and high-level understanding of RHLE 8.0 - 1 year of experience required.

Summary

Our client requires the service of a single Senior Business System Analyst (BA3) for the above projects and deliverables.
