Job description
A public sector business application agency is seeking a Business Analyst (Level 2) to support a critical modernization initiative. The project focuses on transforming a legacy system into a secure, scalable, and automated cloud-based application suite. You will bridge the gap between business stakeholders and the technical development team, shaping public-facing portals, self-service features, electronic notification frameworks, and data migration workflows to drastically improve the user experience.

Responsibilities
Requirements Elicitation: Conduct remote or in-person facilitation sessions utilizing probing questions to discover stakeholder needs and establish current state/future state designs.
Process Mapping & Design: Document business and application processes, diagram process flows, and define interfaces between application sub-systems, external portals, and legacy architectures.
Agile Deliverables: Develop functional/non-functional requirements, build user stories, manage the product backlog, and design wireframes/screen mock-ups.
Testing & Quality Assurance: Create test cases, author testing specifications, build requirements traceability matrices, and oversee user acceptance testing (UAT).
Data & Reporting Support: Collect, consolidate, and analyze project data from multiple sources to assist in the creation of management dashboards, KPIs, and executive summaries.
Procurement & Compliance: Assess procurement considerations to align project acquisition strategies with organizational compliance standards.

Qualifications
Education: University Degree or Post-Secondary Diploma in IT, Computer Science, or an equivalent technical program.

Core Experience: * Minimum 5 years of IM/IT experience related to the design, development, maintenance, or analysis of business applications.

Minimum 3 to 5 years of dedicated experience working as a Business Analyst.

Technical Skills (Scored Asset Criteria):

3–5 years of experience in business process analysis for complex business transformations within cross-functional environments.

1–3 years of experience working with Azure DevOps.

1–3 years of experience designing user interfaces specifically for mobile-responsive web applications.

Methodologies: Strong operational background using SAFe, Agile, or similar iterative frameworks.

Public Sector Context: 1–3 years of experience working in a project setting within the Canadian government public sector.

Language: Advanced, professional spoken and written competence in English.

Certifications (Asset): Current professional certifications, such as IIBA-CBAP or PMI-PBA, are highly desirable.
