Job Description :

Do you have a strong background in providing strategic advice on procurement and contract management?

Our client requires a Procurement Specialist for a 12 month contract within the GTA. As a Procurement Specialist you will provide strategic / technical procurement advice and project management expertise as well as aiding in simplifying the procurement process and ensuring that client procurement needs are met.

Experience with Private / Public sector procurement principles, methods and practices, and developing appropriate RFP specifications.

Additional knowledge includes :

  • Private / Public sector procurement policies, procedures, trends, developments, restrictions and agreements as well as business environment and supplier market to provide guidance and strategic advice.
  • Directives and standing agreements to provide expert advice and guidance to clients in the management of procurement initiatives
  • Planning and managing large-scale procurement initiatives
  • Ability to create a compelling narrative for procurements

Responsibilities

Key Responsibilities

  • Internal stakeholder management (requirements gathering, education, guidance, support)
  • External Supplier management (e.g. negotiations on as-needed basis)
  • High volume Contract management activities
  • Business process improvement identification
  • Procurement risk management activities

Procurement and Contract Management

Provides expertise, strategic leadership and advice on specific projects, unique issues, approaches, options and / or multifaceted procurement

initiatives.

Provides leadership in assessing the nature of the procurement, the marketplace, client readiness and / or the risk profile of the assignment; Promotes

the development procurement expertise and provides suggestions, ideas and advice on assigned procurements.

Research and Business Analysis

  • Develops and / or advises on procurement business cases and requests for proposal (RFPs)
  • Conducts research and analysis of current processes, and identifies alternate approaches for improved performance and client services.
  • Implements processes, tools, projects and systems to position the branch as a center of procurement expertise;
  • Leads or facilitates needs analysis, assessment of market capabilities, coordination of specification development and evaluation processes, and analyzes business risks to ensure fair, open, competitive and transparent procurement processes.

Controllership.

  • Leads value added analysis of spending, commodities, transactions and vendors to support ministry procurement strategies
  • Develops, recommends and implements performance measures through the establishment / revision of benchmarks to promote quality customer service and continuous improvement of branch services and procurement practices and business efficiencies

Consultation, Stakeholder Relations, and Briefings

  • Identifies cost saving measures by reducing duplication, leveraging volumes and aggregating demands through the identification and integration of requirements and business goals.
  • Develops, maintains and promotes an active consultation / interaction process with clients / divisional staff in order to build relationships;

recommends improved practices and techniques and promotes knowledge transfer.

Qualifications

This position requires knowledge / understanding of diverse processes and inter-dependencies that must be integrated.

Qualifications include but are not limited to the following :

development of procurement business cases, plans and RFP documents

capabilities to create analytical reports on procurement initiatives

understanding of Federal / provincial legislation related to procurement

change management skills to implement innovations in procurement processes

coordinate various priorities involving multiple clients and stakeholders

proposal evaluation and contract negotiation

procurement policies, procedures, trends
