Overview

The Government of Alberta is seeking an Intermediate Business Consultant to support a large-scale Infrastructure Modernization and Operations Transformation initiative within Court Technology Services.

This role will focus on modernizing IT infrastructure and services, aligning operations with ITIL best practices, and strengthening hybrid cloud, disaster recovery, and business continuity capabilities.


Key Responsibilities

1. Operations & Service Transformation

  • Assess current IT operations across infrastructure and end-user services
  • Define and document IT service catalogues, SLAs, KPIs, and ownership models
  • Design ITIL-aligned processes (Incident, Change, Service Design, Continual Improvement)
  • Support organizational design and role definition
  • Lead change management and communication initiatives
  • Align processes with service management tools (e.g., ServiceNow)

2. Data Centre Modernization & Hybrid Cloud

  • Develop strategy for data centre modernization and hybrid cloud adoption (Azure/AWS)
  • Conduct options analysis and support decision-making
  • Deliver:
    • Multi-year strategic roadmap
    • Tactical implementation plan
  • Collaborate with architects on solution design and technical requirements

3. Disaster Recovery, Resiliency & Business Continuity

  • Define RTO/RPO requirements with stakeholders
  • Design DR and resiliency architectures
  • Develop DR runbooks, recovery procedures, and test plans
  • Coordinate DR exercises and document outcomes
  • Build/update business continuity frameworks

4. Governance & Stakeholder Engagement

  • Prepare executive briefings, presentations, and decision documents
  • Support governance activities (risk, issues, reporting)
  • Develop business cases and strategic recommendations
  • Facilitate workshops and stakeholder consultations

Mandatory Requirements

Education (One Required)

  • University degree + 4 years experience, OR
  • 2-year diploma + 6 years experience, OR
  • 1-year certificate + 7 years experience

Experience

  • 5+ years supporting strategy execution (technology, process, operations)
  • 5+ years working at management level in large organizations (2000+ employees)
  • 5+ years developing executive-level communications and presentations
  • 5+ years building stakeholder relationships across all organizational levels
  • 5+ years developing business cases

Soft Skills

  • Excellent communication and stakeholder engagement skills
  • Strong analytical and problem-solving abilities

Nice to Have

  • Experience with:
    • ITIL-based service transformation
    • Infrastructure modernization or hybrid cloud environments
    • Disaster recovery and business continuity planning
    • Digital transformation initiatives
    • Public sector or government environments
    • Financial analysis, reporting, and modeling
    • Change management and communications planning
  • Experience creating:
    • Process flows, roadmaps, gap analysis, RACI matrices
  • Knowledge of government planning and budgeting processes

Work Environment

  • Primarily onsite in Edmonton (some remote flexibility possible)
  • Standard hours: Monday–Friday, 8:15 AM – 4:30 PM
  • Must work within Alberta

  • Criminal record check required
