1st Class Operating Engineer

QUALIFICATIONS:

  • Must possess a valid 1ST Class Operating Engineer’s License,
  • knowledge of the Operating Engineers Act, Boilers, Pressure Vessels and fuels.
  • Knowledge of all applicable TSSA regulations.
  • Successful completion of a Community College Diploma in Power Engineering Technology or a related field of study or equivalent knowledge and experience.
  • Strong knowledge of power generation/transmission technology, water and wastewater treatment, including processes, procedures and related systems in a plant environment.
  • Sound knowledge of the Occupational Health and Safety Act and regulations.
  • Knowledge of computers and ability to operate computer systems and software applications, including Microsoft Excel, Word, PowerPoint, and Outlook, and to conduct research using the internet.
  • SAP knowledge/experience would be an asset, as would high-level problem-solving/analytical skills and strong organizational and coordination skills.
  • Ability to work independently and within a team is required.

EDUCATION/EXPERIENCE:

  • Related Utility management experience in plant operations focusing on power technology, systems, processes and project management.
  • Must have related experience and be familiar with plant operations, systems, processes, procedures and experience with TSSA regulations on several levels.
  • Proven experience with diagnostic, analytical, and problem-solving skills to resolve issues effectively.
  • Previous Utilities-related experience, including planning, coordinating, and organizing work or projects.
  • Related experience in preparing reports and maintaining accurate records.
  • Excellent interpersonal and communication skills, both written and verbal.
  • Ability to deal with tact, diplomacy and courtesy.
  • In addition, you must have previous experience with Health and Safety practices and procedures in a manufacturing environment, ideally a chemical processing facility.

RESPONSIBILITIES:

1/ Supervises the operation of Utilities equipment (boiler plant, refrigeration plant, air plant, as well as water and wastewater systems, firewater and cooling towers)

  • Supervises/manages the Assistant Shift Engineers and Utilities operations in all plant areas.
  • Prioritizes maintenance activities for the Utilities area.
  • Inspects critical equipment.
  • Advises on recommended changes to systems and procedures.
  • Complies with TSSA Boiler and Pressure Vessel regulations.
  • Interacts with other departments to ensure sufficient quantities and quality of Utility Services (e.g., steam, air, water, etc.) are provided.
  • Administers the rules and regulations of the Operating Engineers Act under the Province of Ontario for the Niagara PVC plant.
  • Responsible for meeting Plant Quality System responsibilities and customer quality and service requirements, including ISO 9001 Quality standards.

2/ Works with Utilities leadership groups to optimize employee relations, morale and personal development in Utilities Department

  • Establishes and achieves departmental objectives and operating philosophies.
  • Coordinate with human resources to develop action plans to address/resolve employee problems and concerns.
  • Conducts performance reviews and performance planning for subordinates. Recommends specific training requirements for employees.

3/ Practices and promotes Quality Management and Safe Working Principles

  • Conducts periodic/random inspections of equipment and reports deficiencies as well as ensures repairs are made or equipment is replaced in a timely manner.
  • Conducts insurance inspections, liaises with inspectors, and acts on their recommendations.
  • Oversees and maintains the fire equipment, ensuring equipment is in good working condition, or recommendations are made for replacement.
  • Conducts daily work activities in support of HSE objectives and policies.
  • Uses personal accountability to assist with carrying out duties, responsibilities and authority as defined in HSE programs, practices and procedures. Understand HSE policies and programs.
  • Works safely concerning health and environmental requirements.
  • Attends in-house safety training and monthly safety meetings and participates in the Safety Observer program.
  • Participates in board of reviews and HAZOP analyses as required.
  • Completes all Management of Change (MOC) documentation.
  • Completes and approves all Management of Change documentation and check sheets.
  • Completes bid analysis. Implement approved project modifications, order project materials, coordinate permits, and work with contractor crews within the operations schedule.
  • Prepares documentation, completes testing of modifications and prepares a close-out report.
  • Prepares operating procedures.
  • Mentors a staff of Operating Engineers.
