Program Overview
Reporting to the Director of Clinical Operations, the Manager of Clinical Services (the manager) is an out-of-scope position that leads physician and staff engagement at the Edmonton North Primary Care Network (PCN) and in patient medical homes (PMH).
The manager is also accountable for the operations of centralized and integrated (decentralized) clinical programs and services delivered at PCN sites, in a defined number of member physician clinics and at community-based locations.
The manager plays a critical role in advancing integrated team-based care and supporting quality improvement efforts within patient medical homes, at the PCN, and in the greater health neighborhood. The manager is the first point of contact between member physicians, patients, staff, local community partners, and other stakeholders, and the PCN.
Championing quality improvement, learning, and collaboration are also key functions of the manager who works cross functionally with leadership and colleagues across the PCN to support standards of practice and clinical excellence.
Position
Key responsibilities include:
Physician Clinic Engagement (30%)
- Works as a Business Relationship Partner (BRP) responsible for aligning PCN business objectives in designated physician member clinics while serving as a consultant to PCN leadership on operational matters.
- Engagement will take place at minimum every 60 days and can include face-to-face visits, email, and/or telephone conversations.
Employee Engagement and Development (30%)
- Develop high performing teams irrespective of discipline or role.

- In partnership with the human resources, the manager provides performance-related oversight and support to PCN direct reports.
Program Management (25%)
- In alignment with the PCN’s strategy, ensure the delivery of high quality centralized and decentralized clinical programs.
- Advance integrated team-based care in patient medical homes and support physician practice optimization.
Education/Professional Practice (10%)
- Builds organizational professional practice excellence, engagement, and knowledge about the delivery of primary care to our patients.
- In partnership with the PCN leadership, internal and external stakeholders, the manager supports professional development and standards of care.
Administrative (5%)
- Each manager is allocated shared responsibility for duties and tasks associated with general organizational/enterprise management, such as policy development, risk management, relationship management.
- Tasks associated line management, such as payroll, recruitment.
Other
- Complete other duties as assigned to contribute to the PCN mission and continuity of daily operations.

Education
- A minimum of a Diploma in Nursing is required (bachelor’s degree in nursing is preferred) or bachelor’s degree in an Allied Health discipline (Occupational Therapy, Physiotherapy, Respiratory Therapy, Social Work, Audiology, other another regulated health profession) required.
- Active and in good standing, or eligible for registration and licensing with the appropriate regulatory college.
- A combination of related education and experience will be considered.
Experience
- Minimum of two (2) to five (5) years of recent primary health care experience required; experience managing clinical primary health care teams and programs is an asset.
- Proven ability to engage and collaborate with staff, physicians, patients, and external stakeholders required.
- Knowledge of Primary Care Networks and recent experience working with primary care physicians are required.
- Experience leading quality improvement projects/initiatives and experience implementing standards of care are assets.
- Management experience in a unionized environment is an asset.
- Knowledge of change management principles and best practices preferred.
