Overview

We are currently seeking a Senior Manager of Facilities, Security, and Environmental Services who will play a critical role in maintaining and enhancing our provincial infrastructure while ensuring compliance, safety, and continuity in a fast-paced and meaningful healthcare environment.

The Senior Manager of Facilities, Security, and Environmental Services provides strategic and operational leadership for the organization’s provincial facilities portfolio, security program, and environmental services standards. Reporting to the Senior Director of Business Continuity and Development, this role ensures that office, clinic, and program spaces are safe, secure, clean, functional, compliant, and aligned with operational needs across Ontario.


The position provides leadership to the Facilities and Security Manager role and works closely with operations and shared services departments, landlords, real estate professionals, contractors, and vendors. The role is accountable for facilities strategy, lease and property oversight, security governance, environmental cleaning program management, vendor performance oversight, risk mitigation, service standards, and continuous improvement. This position will also assist in ensuring the company remains in compliance with all building codes, Occupational Health and Safety, Accessibility for Ontarians with Disabilities Act and the Ontario Fire Code along with any additional applicable legislation.

This position will be providing support to our provincial offices and clinics, travel across the province will be required. This position will have in-office requirements based out of our Waterloo, ON corporate office.

What The Role Involves

  • Manage internal policies related to facilities and security, contributing to the development and continuous improvement of policies that impact facilities, security, environmental cleaning, and operational service delivery through consultation with operational leaders and key interest holders.
  • Provide leadership, direction, coaching, and performance oversight for the Facilities and Security Manager role and related portfolio activities while fostering a culture of collaboration, service excellence, open communication, and mutual accountability across the organization.
  • Lead the provincial facilities management program, including leased properties, office and clinic space, lease monitoring, space planning, landlord engagement, relocations, renovations, and capital projects, while building and maintaining strong relationships with landlords, operational leaders, and key interest holders.
  • Establish and maintain standardized processes for facilities tickets, work orders, issue triage, prioritization, reporting, escalation, and service completion, ensuring timely, accurate, and consistent communication with operational teams and corporate partners.
  • Oversee vendor sourcing, service agreements, insurance documentation, WSIB requirements, performance monitoring, and preferred vendor lists for facilities, security, cleaning, maintenance, and related services.
  • Provide oversight of security systems and access control governance, including FOB management standards, alarm response protocols, vendor coordination, branch training, and compliance monitoring.
  • Manage and monitor physical security systems, including the implementation and enhancement of security surveillance and access control systems, while coordinating with operational leaders, vendors, and external partners to ensure consistent security practices across the organization.
  • Lead the environmental cleaning program across offices, clinics, and care-related spaces, ensuring cleanliness, hygiene, disinfection, sanitization, waste and linen handling, and infection prevention compliance.
  • Ensure compliance with Accreditation Required Safety Practices and lead review and update policies and procedures as required to meet or exceed expected standards.
  • Collaborate with IPAC, operational leaders, and other key interest holders to support enhanced cleaning, outbreak response, environmental response, quality assurance activities, and organizational preparedness
  • Develop environmental cleaning standards, audit tools, service specifications, corrective action processes, and performance reporting.
  • Assess financial, operational, compliance, and service impacts related to facilities, vendors, cleaning services, leases, renovations, and environmental cleaning decisions.
  • Develop policies, procedures, templates, tracking tools, dashboards, governance processes, and communication frameworks to support consistent portfolio management, informed decision-making, and organizational alignment.
  • Identify and mitigate risks related to facilities operations, security, environmental cleaning, vendor management, leases, insurance, safety, regulatory compliance, and emerging operational issues through proactive engagement with operational leaders and key interest holders.
  • Provide leadership reports, recommendations, risk updates, and improvement plans to the Senior Director and other leadership groups, representing operational perspectives and balancing local needs with organizational priorities.
  • Other related duties and required or assigned.

What You Bring

• Post-secondary education in facilities management, property management, business administration, healthcare administration, environmental services, public health, security management, or a related field.
• 5+years of progressive leadership experience in facilities management, property operations, environmental cleaning, vendor management, renovations/relocations/construction projects and/or multi-site operational services.
• Experience working within a federal and/or provincial health system is considered an asset.
• Experience in home and community care, healthcare, clinic operations, or multi-site service delivery environments considered an asset.
• Experience working in a unionized environment is considered an asset.
• Experience overseeing security systems, access control, vendor-supported technical systems, or branch-level security operations.
• Experience managing environmental cleaning standards, quality audits, infection prevention-related cleaning requirements, and cleaning vendor performance in healthcare or clinical environments considered an asset.
• Ability to develop business cases and costing (. project budgets) to support project work (. moves, renovations, , monitor of budget compliance and mitigate/support corrective actions as required.
• Knowledge of HVAC, plumbing and electrical systems
• Hands-on experience utilizing hand tools and equipment to support facility move or renovations projects (. including but not limited to use of hand tools / moving equipment and/or completing equipment installs or minor repairs to offices spaces).
• Knowledge of WSIB, liability insurance, occupational health and safety, WHMIS, infection prevention principles, healthcare regulatory expectations, and quality improvement methods.
• Demonstrated strong communication and Interpersonal skills
