Job Title: Procurement Specialist (Non-IT) – Intermediate

Job Description

We are seeking an experienced Intermediate Procurement Specialist to support end-to-end procurement activities, including solicitation development, vendor evaluation, contract execution, and post-procurement administration. The ideal candidate will have a strong understanding of public sector procurement processes, supplier engagement, and contract management.

The successful candidate will work closely with internal stakeholders to analyze business requirements, develop solicitation documents, ensure compliance with procurement policies, and support fair, transparent, and effective supplier selection.

Key Responsibilities Solicitation Document Preparation

• Support the development of procurement strategies aligned with project objectives, business requirements, and evaluation criteria.

• Analyze, research, and refine business and technical requirements for procurement activities.

• Prepare RFX solicitation documents, including RFPs, NRFPs, RFQs, and RFIs, along with supporting documentation.

• Identify opportunities for separate solicitations based on project scope and vendor service requirements.

• Respond to vendor inquiries by interpreting solicitation documents and preparing formal clarifications.

• Assist with procurement planning and the development of project delivery approaches.

Evaluation and Vendor Debriefing

• Develop evaluation methodologies, evaluation plans, mandatory criteria, schedules, and award recommendations.

• Review vendor submissions for completeness, accuracy, and compliance with solicitation requirements.

• Prepare evaluation documentation in accordance with applicable procurement policies.

• Coordinate bidder conferences and vendor presentations, including preparing agendas and supporting materials.

• Assist with vendor evaluation meetings and debriefings for unsuccessful suppliers.

• Support fair, transparent, and consistent supplier selection processes.

Contracting and Post-Procurement Activities

• Assist with contract finalization and execution for selected vendors.

• Conduct post-procurement reviews and document vendor performance, lessons learned, and improvement opportunities.

• Prepare formal evaluation reports and procurement recommendations for review and approval.

• Maintain accurate, complete, and organized procurement and contract records.

• Support contract administration and ensure compliance with established procurement procedures.

Procurement Systems and Administrative Support

• Create and update contract workspaces, purchase requisitions, and product catalog information using 1GX/Ariba.

• Maintain audit-compliant procurement records within corporate purchasing applications and SharePoint.

• Upload and organize procurement documentation and email correspondence in designated repositories.

• Ensure procurement files are updated accurately and in a timely manner.

• Support document management, recordkeeping, and procurement audit requirements.

Required Qualifications

• Post-secondary education in Supply Chain Management, Procurement, Business Administration, or a related field. Acceptable qualifications include a degree, diploma, or certificate, with a minimum two-year diploma.

• Minimum 4 years of relevant experience in procurement or a similar role.

• Minimum 4 years of experience independently managing procurement activities, including RFPs, NRFPs, RFQs, RFIs, negotiations, evaluations, supplier feedback, and contract execution.

• Minimum 4 years of experience organizing, maintaining, and managing procurement files and documentation.

• Experience coaching and training junior staff members.

• Minimum 2 years of experience using Microsoft Office Suite, including Word, Excel, Outlook, and related tools.

• Strong organizational, analytical, documentation, communication, and stakeholder management skills.

• Ability to manage multiple procurement activities while maintaining accuracy, compliance, and deadlines.

Preferred Qualifications

• Completion of Supply Chain Management Professional (SCMP) certification or equivalent procurement and supply chain courses.

• Minimum 2 years of experience working with applicable trade agreements and legislation, including the Financial Administration Act, Freedom of Information and Protection of Privacy Act (FOIP), and Public Works Act.

• Minimum 3 years of contract management experience.

• Minimum 3 years of experience providing procurement advice to internal clients, senior leadership, and cross-functional teams.

• Minimum 3 years of experience conducting quantitative and qualitative cost-benefit analyses.

• Experience with public sector procurement policies, vendor management, supplier evaluations, and audit-compliant documentation.
