Facility and Measurement Engineer, In Situ Conformance

The Opportunity­­

Looking to apply your facility engineering and measurement expertise in a role with real impact?

The Alberta Energy Regulator (AER) is recruiting a limited term position to support review of measurement and reporting plans for in situ oil sands facilities. You'll work alongside a team that supports review of oilsands applications and operations, as well as dedicated measurement experts to evolve our review and audit processes. You'll tackle complex technical challenges, evaluate facility designs and measurement systems, identify risks, and help shape regulatory decisions that support the safe, efficient, and responsible development of Alberta's energy resources.

At the AER, you'll do meaningful work that benefits Albertans while continuing to grow your technical and regulatory expertise. You'll collaborate with industry stakeholders, contribute to innovative solutions, and be part of a team that values learning, continuous improvement, and knowledge sharing. Here, you can help shape the responsible development of Alberta's energy resources and maintain a healthy work-life balance.

What your day-to-day will look like:

  • As part of a multi-disciplinary team, review, coordinate, and apply risk-informed technical review principles to in situ applications, reports, and submissions, including drafting technical recommendations and conditions to ensure compliance with AER regulatory requirements and applicable legislation.

  • Provide technical expertise in measurement systems and instrumentation, including reviewing and validating metering devices, facility schematics, MARPs (Measurement, Accounting, and Reporting Plans), and production or emissions data to evaluate compliance with applicable directives, identify measurement related risks, and support defensible regulatory decisions.

  • Conduct desktop surveillance, audit, and assurance activities across the project lifecycle, including the review of operational data, annual reports, and presentations, to evaluate compliance, identify trends, and recommend improvements to regulatory processes and operator accountability.

  • Contribute to sector initiatives, and continuous improvement efforts, including integrating measurement, instrumentation, and data analytics considerations into regulatory frameworks, processes, and tools to enhance regulatory oversight and decision-making.

  • Collaborate with internal and external stakeholders, including industry, government, and multidisciplinary teams, to communicate technical findings, resolve issues, and provide guidance on regulatory requirements, application expectations, and measurement considerations.

What we’re looking for in you:

  • Bachelor’s degree in Chemical, Petroleum, Mechanical, or Environmental Engineering, with education in Petroleum Production Accounting, or equivalent, preferred.

  • 5–7 years of related experience in process, facility, industrial engineering, or regulatory experience within the energy sector.

  • Registered professional with APEGA or ASET, or eligible for professional membership is preferred. Certifications or training in measurement systems, instrumentation, or production accounting is considered an asset.

  • Strong understanding of Alberta’s regulatory framework, including EPEA and OSCA, and their application to oil sands developments.

  • Proficiency with Directive 17: Measurement Requirements of Oil and Gas Operations and Directive 042: Measurement, Accounting, and Reporting Plan (MARP) Requirements for Thermal Bitumen Schemes.

  • Proficiency with oil and gas measurement systems, instrumentation & metering devices, and facility schematics.

  • Strong written, verbal, and interpersonal communication skills to engage effectively with internal and external stakeholders.
