About Our Opportunity


Reporting to the Manager, Service Excellence, the Senior Business Analyst leads planning, evaluation, and implementation activities in support of our mandate for continuous service improvement. This position also supports the development, implementation, and administration of the incident management process to ensure the prompt restoration of IT services, including leading the end-to-end management of IT incidents and major incidents to minimize business impact and restore services as quickly as possible.

The role coordinates cross-functional technical teams, manages escalations, facilitates stakeholder communications, ensures timely resolution of service disruptions, and conducts post-incident reviews. The analyst also acts as a bridge between and across IT organization teams to ensure services align with defined technology solutions and business needs.

This position requires a leadership role in identifying IT problems, recommending solutions, and supporting the implementation of business process improvement initiatives to achieve operational efficiencies, program savings, improved client service, and the attainment of strategic goals.

Qualifications and Experience


To be successful in this role, you will have a Bachelor of Science in Computer Science plus a minimum of five (5) years’ experience or graduation from a recognized Information Technology program plus five (5) years and six (6) months experience, or an equivalent.

Your ability to:

  • Identify and manage service improvement opportunities to enhance service delivery with a focus on meeting client needs; lead continual service improvement plans.
  • Manage aspects of incident management and related initiatives, including the planning and organization of a broad range of complex business enablement activities involving some uncertainty and requiring the formulation and adjustment of strategies or approaches.
  • Guide effective and efficient resolution of incidents resulting in improved recovery time of business operations.
  • Conduct and document analysis for trending and reporting to all levels of leadership.
  • Mentor, inspire and educate colleagues in the business analysis discipline.
  • Provide sound judgement and have strong analytical skills to determine system requirements, evaluate alternatives and provide sound solutions to client business problem
  • Demonstrate exceptional communication skills and political acuity

You have experience in:

  • Forming and growing relationships to build trust and collaboration between colleagues, internal/external partners
  • Internet-era practices, and the ability to effectively engage with multidisciplinary teams to achieve business/policy outcomes
  • Working in a complex multi-dimensional organization with varied need for technology solutions
  • Providing and receiving highly complex, sensitive and contentious information in situations requiring highly developed interpersonal skills including empathy, persuasion, negotiation and tact.
  • Planning, facilitating and leading workshops with internal and external participants and facilitate decision making with the business, departmental management, and external vendors (where appropriate).
  • Strong negotiation and facilitation skills, be well organized and able to exercise sound judgment under pressure. You must also possess team leadership experience.
  • Knowledge and experience of ITIL processes and standards to implement use and apply these is required for this role.

The following are considered assets for this role:

  • ITIL certification
  • Professional Business Analyst Certification
  • Knowledge of established IT strategies, policies and procedures of the Government of Nova Scotia to link these with customer requirements.

This position will include rotational 24-hour on-call duties.

There is one 18 month TERM employment opportunity and one Temporary opportunity with an anticipated end date of December 31, 2026. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: PR 17

Salary Range: $3,410.48 - $4,005.58 Bi-Weekly
