Detailed Job Description
WHERE YOUR CAREER MEETS CANADA’S FUTURE.
The Vancouver Fraser Port Authority (VFPA) is the federal agency responsible for the stewardship of the lands, waters, and infrastructure that make up the Port of Vancouver — Canada’s largest and most diversified port.
Under the Canada Marine Act, the VFPA enables Canada’s trade by ensuring that goods move efficiently, reliably, and sustainably through the Port of Vancouver, while protecting the environment, supporting communities, and advancing Indigenous partnerships.
The Port of Vancouver serves as a gateway for trade with more than 170 economies worldwide, handling a wide range of cargo including containers, bulk, breakbulk, automobiles, and cruise.
As the VFPA advances one of the most significant infrastructure expansions in its history — the Roberts Bank Terminal 2 (RBT2) project — the organization continues to reinforce its role as a national leader in sustainable port development and delivery of complex infrastructure that supports Canada’s economic growth, supply chain resilience, and environmental stewardship.

The Project
The RBT2 project represents one of the most important national infrastructure initiatives in decades. Leading phase 1 offers a unique opportunity to contribute to Canada’s long‑term trade capacity, strengthen supply chain resilience, and advance meaningful partnerships with Indigenous communities. The project aims to increase Canada’s west coast container capacity by about 30%–50%, adding an additional 2.4 million TEU (twenty‑foot equivalent units) per year via a new artificial island and three berths. It has received both federal and provincial approvals and has Mutual Benefit Agreements in place with 27 First Nations.
The President of the RBT2 will be at the helm of a project that will shape the future of Canada’s west coast trade network, leaving a lasting legacy of innovation, sustainability, and collaboration.

The Opportunity
The President of RBT2 is a high‑impact executive role fully responsible for delivering phase 1 of the project, overseeing landmass and wharf development within a newly established subsidiary of the VFPA. This leader has comprehensive accountability for procurement, construction, risk management, and engagement with interested partner groups, aiming to meet ambitious delivery targets under strict government oversight and environmental conditions.
The President is tasked with shaping and executing the overall delivery strategy, contract approach, construction management, and governance framework needed to realize Phase 1, which includes marine terminal landmass creation, wharf structure, berth pocket, widened causeway, and expanded tug basin.
VFPA is establishing a delivery structure that will provide operational independence, nimbleness in decision‑making, and clear accountabilities. The delivery vehicle will be a special‑purpose subsidiary. Accordingly, the President will report directly to the President & CEO of VFPA.
For further information on this opportunity, please review the position specification, attached.
To Apply
To fill this position the VFPA has partnered with Caldwell’s executive search team. Applications should be sent directly to Drew Railton at : drailton@caldwell.com or President, Robert Banks Terminal 2 – Caldwell.
Applications submitted through the VFPA career portal will not be considered.
We thank all those that apply, however only those chosen for interview will be contacted.
