What can I expect to do in this role?

Under the direction of the Director, Human Resources, the Human Resources (HR) Partner is responsible for partnering with various departments to provide HR guidance and support in the areas of employee relations, performance management, talent development, and HR best practices.

The position is a trusted advisor who formulates and fosters partnerships across management, staff, and the HR function to deliver value-added service to the Institute that reflects the business objectives of the organization.

Primary responsibilities :

  • Partner with department leaders to provide HR guidance and support on employee relations, performance management, talent development, and HR best practices, while ensuring compliance with PIPSC policies, collective agreements, and relevant employment laws.
  • Provide strategic advice on people data, guiding Institute management in effective workforce planning and human resource strategies, and supporting strategic business objectives.

Conduct investigations, facilitate conflict resolution and provide recommendations for resolution and implement with management as required.

Identify opportunities for process improvement.

  • Drive talent management initiatives including performance management, succession planning, and employee development. Develop, implement and evaluate HR programs for compliance and continuous improvement.
  • Act as a trusted advisor and mentor to management by establishing close relationships with clients. Provide mentoring, training, guidance, coaching and applicable orientation to managers.

Promote the use of standardized change management methodologies across the organization.

Participate in the development of internal policies, conduct research, and make recommendations on alternative approaches for administering and managing human resources programs.

Provide advice and guidance to management related to the application and interpretation of practices, policies, and collective agreements.

Participate in identifying collective agreements proposals required for negotiations with staff unions and implement negotiated terms and conditions of agreements.

Participate in consultation with staff unions and may participate in negotiations.

  • Administer and provide advice, information and interpretation to management and staff on respective collective agreements and excluded staff terms and conditions of employment, policies and practices.
  • Review and administer applicable employment law and ensure compliance. Provide advice and interpretation to managers. Report concerns to the Director and recommend an action plan for addressing concerns.
  • Conduct review of organizational structures and draft job descriptions. Implement organizational changes, as needed.
  • Provide advice and recommendations on staffing actions. May participate as a member of the selection committee, as required.
  • Lead, facilitate, or participate in other multi-disciplinary teams or special projects as assigned and work collaboratively with employees in other sections.

Knowledge and Experience Requirements

Education / Experience :

  • Completion of a relevant university degree in labour or industrial relations.
  • Certified Human Resources Leader (CHRL) designation or equivalent designation is preferred.
  • Five to eight years’ experience as a Human Resources Generalist including experience in human resources service delivery or labour relations, or an equivalent combination of education and experience

Language requirement :

Fluency in both official languages (English and French / written and oral) is required.

Required Knowledge, Skills and Abilities :

Skills and experience required :

  • Experience in providing strategic and operational advice to management in all areas of human resources.
  • Experience interpreting and applying collective agreement articles and related supporting documents.
  • Knowledge of provincial employment standards legislation, programs and procedures.
  • Knowledge of human resources practices, policies, procedures and best practices.
  • Knowledge of employee management best practices.
  • Experience in employee relations and labour relations.
  • Experience providing advice and consulting services to employees and managers on people processes including, but not limited to coaching and conflict resolution, disciplinary processes, interpretation of human resources policies and current employment legislation.
  • Experience in organizational design and development, including preparing job descriptions.
  • Experience preparing reports, correspondence, and other documents.
  • Experience leading multiple files simultaneously in a constantly changing environment and tight deadlines
  • Experience in payroll and benefits would be an asset
